BACKGROUND – Intergovernmental Agreement Lands for Matanzas Woods Parkway 4-laning • Palm Coast Park Development of Regional Impact Development Order includes $250,000 contribution for completion of Interchange Justification Report (IJR) for Matanzas Woods Parkway/I-95 prior to end of Phase I of project or 2019 whichever is sooner • IJR has been completed by Flagler County • Developer proposes land contribution in lieu of IJR contribution

BACKGROUND – Intergovernmental Agreement (IA) Funds to complete Matanzas Woods Parkway Multi-use Path • Flagler County project to construct 1.8 mile 10’ multi-use path between US-1 and Bird of Paradise Rd. • Project funded by FDOT Grant • Inadequate funds to cover completion of segment • FDOT can not supplement funds • Earmark funding only available for two years (source no longer available)
Intergovernmental Agreement Funds to Complete Matanzas Woods Parkway Multi-use Path • Request Palm Coast Land, LLC developer of Palm Coast Park to fund $150,000 to complete trail • Palm Coast Park CDD agrees to provide funding in lieu of Palm Coast Park CDD or PC Land funding traffic signal at Matanzas Woods Parkway and US-1. Signal light is not a condition of DRI-Development Order, capital improvement project for CDD that benefit Palm Coast Park CDD • Funds contributed in separate account • City will reimburse/transfer funds to Flagler County with submittal of invoices/expenditures for construction of path • Balance of funds may be used for benches and other amenities along trail
