DPF revised the Plan and produced Draft 4. Further assessment of JANS team on Draft 4 => Draft JANS report Workshop with HPG, 5-year Plan Team and other DPs Comments from JANS report + provinces + NTPs + etc => Draft 5 (final version) Reassessment and finalise JANS Report Steps to get JANS done

  10. Better quality 5-yr Plan? Comprehensive comments from DPs and JANS team. Increase involvement of DPs in the development of 5-yr Plan. Significantly improved Plan after getting comments Getting more trust from DPs? More involvement Better quality Some more trust (not all) Getting more support for the Plan? Not yet known. Hopefully yes? JANS objectives met?

  11. Good and very useful assessment Very good JANS team with good combination of independent intl consultants, local consultants, DPs. Active roles of WHO as the DP focal point. Good “Joint” with participation of many stakeholders. Independent, objective and supportive assessment. Good timing: During development and finalisation of the Plan. Not too much additional burden for the Govt side. JANS tools are relevant and useful Lessons learnt (1)

  12. The Plan is prepared in accordance with the Govt guidelines (PM, MPI, MOF). Its standard structure guided by the Government does not include some attributes of JANS tools. Some assessment attributes and criteria are outside of the Health sector role, and not suitable for Vietnam (e.g. financial management system, audit procedures, etc) Differences between 10-yr Strategy => 5-yr Strategic Plan => Annual Action Plan (with different levels of details) may need different assessment tools. Very rich, comprehensive and useful comments from DPs and JANS team. We have tried to incorporate, but may not all. JANS tools need to be adapted to make it more appropriate with Vietnam context. Need assessment for training on Health Planning (RF-THS) Development of training materials for Health Planning (ADB TA) Development of Health Plan Template/Outline/Guideline (ADB TA) Organize short training courses on Health Planning for provincial health planners (RF-THS, ABD and others). Modification of JANS tools to use for assessment of provincial annual health plans (RF-THS) HMIS strengthening MTEF JAHR as a monitoring tools Improving Health Plans: Much more to do

  15. Draft 3 was sent to JANS and HPG members for comments Rich comments provided by DPs and JANS Team. Draft 4 was produced and sent to JANS team and HPG members. 9 Nov Workshop with HPG members, chaired by VM Tien. After 9 Nov workshop, Draft 4b was produced and sent to all provinces, NTPs, MOH Depts for last comments. 25 provinces, MOH Depts and NTP have provided comments Draft 4b is being revised to produce Final Version by end Dec. Next steps: Finalise the Plan Submit to MPI and Govt Office by end of December Send back to JANS Team for final check in order to finalise the JANS report.

MOH Steering Committee Plan and Outline for the Strategy Circulate to all MOH Dept for comments Meeting with Minister and Vice Ministers for comments Based on overall framework and outline of the Strategy, assign tasks for each Dept to prepare assessment and propose strategies for areas of their responsibility (Aug-Sept) HPG meeting (Sept) DPF (Drafting group) complied inputs from other Depts into Strategy. Identify areas where in-depth consultations are needed. Things done

Consultation workshops for specific areas: Organizational structure of the health sector Development of Basic healthcare network and PHC Roles of the private health sector and PPP Sustainable human resource development for health Health financing reforms Improving health financing efficiency (social moblization, financial autonomy etc) Revise and improve the overall strategy Consultation workshop for overall Strategy Finalization and send to Ministry of Justice for appraisal (Mar 2011). Submit to PM for approval (2nd Quarter 2011) HPGs members, other Ministries, NGOs, Associations, Research/training institutions ect will be invited to participate the consultation workshops, meetings. Being done and Next . . .

  19. JAHR Progress

  20. Semi-final version was reviewed by VM Tien Final version was submitted to the Minister for his approval (in process). After getting approval from the Minister, CD will be produced and distributed at the CG meeting. Printings will be done and distributed after that. Summary will be written and printed. Posted on the website of the MOH and some other addresses. Well effectively used for development of 5-yr plan and 10-yr strategy. JAHR 2010
