Main Issues of Election • 22%: Corruption • Mensalao • 2005, Scandal that was headed by one the Co-Founders of PT, Jose Dirceu • Congressmen were paid monthly R$30,000 (12,000) with Government funding • Many Mensalerosbelived they would go unscathed but Dilma’s administration has made Corrucao a priority • Driecu & many others are facing jail time, he received a 30-year prison sentence • PT suffered in 08’ & 10’ elections because of this • Despite the Scandal in this 2012 election PT has recovered & is still the largest party in Brazil • Candidates corruption • All 3 candidates had some link to corruption. Russomanno had a direct link

  3. Main Issues of Election • 8%: Hospital lines • Citizens are angry because they are not receiving care in a timely manner • Privatization vs. public hospitals?

PRB – PartidoRepublicanoBrasileiro (Brazilian Republican Party) • Became a registered political party on August 25, 2005 • Association with the Universal Church of the Kingdom of God • History of political syncretism • Main Issues: • Created to defend integral concept of citizenship • Large focus on the defense of human rights • Committed to preserving the environment • Preaches freedom of expression and family appreciation • Main goal is to transform public administration into an instrument geared to cater exclusively to the interests of the Brazilian people

CelsoRussomanno • PRB – PartidoRepublicanoBrasileiro (Brazilian Republican Party) • Center-right leaning • Favored the middle-class • Former television anchor-man • Strong defender of consumer rights • Big on crime, planed on hiring 20,000 additional police • Supported by an evangelical church (Universal Church of the Kingdom of God)

CelsoRussomano • Strong leader in the polls for the first half of the election cycle up until 2 weeks before voting day • Started falling sharply in the polls after opponents began attacking him and corruption allegations surfaced • Associated with the Universal Church of the Kingdom of God • Church was collecting money for his campaign • Paid a former employee 205,000R$ in government money to promote him in Sao Paulo while he was a congressman in Brasilia • Accused of planning to change bus fare in relation to distance traveled • Eventually lost and was eliminated from the election after the first half

Fernando Haddad • Background • Cultural • 2nd gen Lebanese Immigrant • Orthodox Christian • Education • Studied law at USP • Began the a “Militant” Student group to protest the dictatorship • Studied Marx, Critiqued Stalin & Trotski • Career • Worked as a Financial Analyst, then Professor till taking Public office in 2001 • 01-03 Chief of the cabinet of the secretary of Financial & Economic development under  Marta Suplicy • 03-05 various minor appointments in the federal government • 05-12 Minister of Education • 2012 Mayor -Elect of Sao Paulo

Fernando Haddad • Policy • First Priority is Social Issues • Housing proposes more public housing to be created in order to curve the growth of Favelas • Crime • Relates increase of illegal housing to increase in crime • believes do in part by negligence of Serra Governorship to provide housing • Failure of Serra to coordinate with federal government • Education • Created the first public daycares in Sao Paulo • Augmented public funding for schools in SP as Minister of Education • ImpostoseTaxas • Adamantly apposed to taxas a rate place on the usage of public goods • Culture • Working with PT on a program to increase public funding for “Cultural groups” • Plans to create two sizeable Cultural centers in the South & East SP • Corruption • The Ministry of Education was never accused of involvement in Mensalao & was unscathed after 7 years of investigations

  17. Jose Sérra: History • Represents the Party of Brazilian Social Democracy (PSDB) • Former governor of São Paulo • Former Mayor of São Paulo • Defeated twice in Brazilian Presidential elections (2002 and 2010)

Jose Sérra: Policy Decisions • Resolve social and economic problems without political machines and social interest groups • Against corruption • Privatize hospitals and partnerships with independent organizations for volunteer work • Create more clinics for chemical dependency • Continue revolutionary tax returns: innovative policy • For green spaces/policy

Results of São Paulo Election • First Run-off Vote: • CelsoRussomanno of Brazilian Republican Party (PRB) defeated • Second Run-Off Vote: • Fernando Haddad of the Workers’ Party (PT) defeated Jose Sérra of the Party of Brazilian Social Democracy (PSDB) • Haddad received 55.6% in second round of voting
