    7. The Expeditionary Fire Support System (EFSS) is a close support, all weather, quick response indirect fire system in support of the infantry regiment and the system is the principal indirect fire support system for the vertical assault element of the ship-to-objective maneuver force. The EFSS consists of a 120mm rifled towed mortar, two mobility platforms, one ammunition trailer, a crew of 5 Marines, a basic load of ammunition (25-30 rounds), and a fire direction and control capability. The EFSS is capable of successfully engaging a spectrum of potential point and area targets, including motorized, light armored, dismounted personnel targets; command and control systems; and indirect fire systems. The main weapon of the EFSS is the M327 120mm rifled towed mortar. The system currently has an effective range of 8 km. PERM will increase the effective range to 16km (T) 20 km (O) and provide precision capability of 20m CEP (T) 10m CEP (O). 7 UNCLASSIFIED APPROVED FOR PUBLIC RELEASE

    9. The requirement for a PERM is integrally related to the EFSS. The EFSS achieved Initial Operational Capability on 17 March 2009, meeting the minimum threshold performance criteria established in the EFSS Capability Development Document (Change 1) of 5 October 2006. On 20 October 2010 the Director, Fires and Maneuver Integration Division (FMID), released a memorandum formally defining a requirement to “enhance and extend the EFSS baseline capability…” The memorandum, entitled “Expeditionary Fire Support System (EFSS) Development,” cited “The increasing need to minimize collateral damage, maximize first round effects, and operate in very geographically challenging areas…” and identified range, accuracy, and lethality thresholds for the PERM. 9 UNCLASSIFIED APPROVED FOR PUBLIC RELEASE
