General • Introduction • IAW Occupational Safety and Health Act (OSHA) 1910.120(q) Incident Commanders of Hazardous Materials responses must : • Know and be able to implement the employer's incident command system. • Know how to implement the employer's emergency response plan. • Be trained to meet all competencies of First Responder Awareness and Operations Level. • Meet any additional training to meet applicable DOT. Analyzing the Incident • Given simulated hazardous materials incidents, describe the principles of analyzing a hazardous materials incident at the incident commander level with at least 80% accuracy.
COLLECTING & INTERPRETING HAZARD & RESPONSE INFORMATION • Given access to printed and technical resources, computer data bases, and monitoring equipment, the incident commander shall collect and interpret hazard and response information not available from the NAERG or a MSDS. The IC shall be able to identify and interpret hazard and response information available from each of the following resources and explain advantages and disadvantages of each resource.
