  2. NROTC • Navy, Marine Corps and Nurse Corps options • Navy output goal is 1050 (and growing) including 60 Nurses (FY01) • Marine Corps receives 1/6 of scholarships • No limits on female enrollments • Diversity goal is to represent Americans • Technical majors goal to support fleet requirements

  3. Selection of students, education and training programs, leadership and ethics training and service selection all focused on fleet requirements. IMMEDIATE WARFARE TRAINING AND ACTIVE DUTY

Program Mission To develop midshipmen morally, mentally, and physically, and to imbue them with the highest ideals of duty, honor and loyalty, and with the core values of honor, courage and commitment in order to commission college graduates as naval officers who possess a basic professional background, are motivated toward careers in the naval service, and have a potential for future development in mind and character so as to assume the highest responsibilities of command, citizenship and government.

  5. Definitions NROTC Unit: Naval Shore Command established by the SECNAV at a civilian undergraduate institution to commission naval officers. NROTC Consortium: NROTC unit hosted by more than one host institution. Cross-Enrolled Institution: Institution which has an agreement between host institution and NROTC to allow student enrollment.

  6. NROTC Units • 57 Units at 69 sites • - 47 single sites • - 10 consortia • Public Schools • Private Schools • Military Schools • Historically Black Colleges

  7. Cross-Town Agreements • Agreement between the Navy, the host and the cross-town school • Currently have 75 in place • NROTC units cannot discuss/establish cross-town agreements without CNET approval (see CNETINST 1533.12 series)

Program History 1926 : NROTC Program founded at 6 Universities 1930: First commissioning class (126 officers) 1926-1936: Expanded to include 9 Units 1940-1945: Grew to 52 Units 1946: Holloway Plan 1970-1973: 8 Units closed as part of Anti-ROTC actions 1973-1989: Grew to 66 Units 1991: Downsizing decisions to close 5 Units, create 8 Consortia 1993:Closure actions for 4 Units rescinded

Some definitions • Scholarship midshipman: Receives full tuition and fees, textbooks, $250 (or more) a month during academic year, uniforms, 3 summer cruises. • College Program midshipman: Receives no tuition or fees, only naval science textbooks, $300/350 during last two academic years, 1 summer cruise. • Officer Candidate: On active duty. No summer cruises. May or may not receive support of tuition and fees.

Seaman to Admiral-21 (STA-21) • Stand-up of Seaman to Admiral 21 • Program has one target audience – active duty applicants • Program will replace nearly all programs previously established to commission active duty personnel • Stand-up is phased • Some legacy programs will continue with students for several years • Some legacy applicants/selectees will need to decide if they want to matriculate in legacy programs or reapply for STA-21 • Program starts with small load and increases to over 500

SEAMAN TO ADMIRAL (old program) • Legacy program (enlisted and officers) • Undergraduate degree provided • 50 selectees annually • Benefits: • Active duty pay and allowances • Full tuition and fees • Actions Steps: • Selected through national board • Either go directly to OCS, then fleet, then college (officers) • Or, go to college, then OCS, then fleet (sailors) • URL program

SEAMAN TO ADMIRAL-21 (new program) • New program for active duty (general, nuclear, other options) • Undergraduate degree provided • First selections (Sep 01), phased increased loading • Benefits: • Active duty pay and allowances • Up to $10,000 for tuition and fees annually • Actions Steps: • Selected through national board • May go to BOOST (3, 6, or 9 months) • Go to Naval Science Institute • Assigned to NROTC affiliated institution for degree • Commissioned upon completion
