NROTC Restructuring Initiative • NSTC is pushing forward with an initiative to restructure the NROTC Scholarship program due to NROTC scholarship costs exceeding funding. • Goal is to have Asst Sec Navy (ASN) approve the request before 01Apr14. • Once approved by ASN, NSTC will open the application website to new applications 60-days later (no earlier than 15May) • NSTC, NRC, PAO, all other stakeholders awaiting ASN’s decision, but preparing for approval • New NROTC literature RADS • Changes to NRC’s Navy.com website and NSTC’s changes to their NROTC website • Modifications of all forms, checklists, Statements of Understanding, etc • Creation of a standardized, national NROTC Scholarship Benefits classroom video/vignette for use by recruiters performing classroom presentations • GOAL: For NRC and NSTC to have all checklists, forms, SOUs, websites, RADs updated and ready for use PRIOR to the opening of the application website to new applications.

NROTC Restructuring Initiative • This initiative changes the structure of the NROTC Scholarship program from a “one-size fits all” to scholarship amounts aligning with degree TIERS. • CURRENT/OLD: All tuition, books, fees and monthly stipend – regardless of degree type or TIER, and regardless of whether in-state or out-of-state • NEW/PROPOSED: • TIER1 DEGREE = Get a TYPE 1 Scholarship • 100% payment of Tuition and Fees • TIER 2 DEGREE = Get a TYPE 2 Scholarship • $25k max toward Tuition and Fees • TIER 3 DEGREE = Get a TYPE 3 Scholarship • Highest In-State Tuition Rate at NROTC affiliated school

NROTC Restructuring Initiative • NEW/PROPOSED: • TIER1 DEGREE = Get a TYPE 1 Scholarship • 100% payment of Tuition and Fees • TIER 2 DEGREE = Get a TYPE 2 Scholarship • $25k max toward Tuition and Fees • TIER 3 DEGREE = Get a TYPE 3 Scholarship • Highest In-State Tuition Rate at NROTC affiliated school • And your Scholarship amount will change accordingly if down grade from a higher TIER degree to a lower TIER degree plan • TIER 1 to TIER 2 or 3 • TIER 2 to TIER 3 • Tuition and college costs exceeding the TYPE 2 or TYPE 3 scholarship amount is on the applicant to cover

NROTC Restructuring Initiative • Decision and implementation timeline: • NSTC striving to have ASN approve NLT 01Apr to support opening the application website to new applications on Monday, 02Jun • All supporting websites, forms, checklists, SOUs, RADs, classroom brief, etc updated and distributed prior to 02Jun • All new applicants started after 02Jun have the updated information • If ASN does not make a decision prior to 01Apr, but at least before 01Jun, NSTC could still move forward with opening the website on 02Jun with all updated and new information. • If ASN does not make a decision by 01Jun, then initiative would be pushed off to FY15 (next year) and the 2014-2015 NROTC season would be run under the current/old structure.

NROTC Restructuring Initiative • What to tell your command and prospective applicants: • “Major changes are being proposed to and considered by the NROTC Scholarship program by Naval Service Training Command (NSTC). Continue to monitor the NROTC webpages for information and when the 2014-2015 application season will open.” • As soon as NRC N31 hears something, we will certainly pass along to the field – REMAIN FLEXIBLE since this is outside of our control

NROTC Restructuring Initiative • How does this change your “Prospecting and Blueprinting” • #1 – Continue to identify your high-quality NROTC applicants early – ideally before they leave for summer vacation (nothing new with this recommendation) • Eligibility criteria will not change. So, • Remain in contact with them so that once a decision is made and the website is opened (which might occur AFTER summer vacation starts), you can get them to start their application. • Since Teacher/Counselor evals and Officer Interviews CAN be done manually (submitted manually vice via the website), consider having your applicants obtain them early even if the application website is not yet opened. Hold them on station and submit via FEDEX once the application website/season opens.

NROTC Restructuring Initiative • How does this change your “Prospecting and Blueprinting” • #2 – Don’t try to fool NSTC within the application • Putting down TIER 1 on an application “might” influence the selection board, but it will set up your applicant (and their family) to get slammed on their actual scholarship amount. So… • Don’t tell an applicant to put down TIER 1 degree on their application if not sincerely thinking about TIER 1 at college • Otherwise, if they don’t get accepted for a TIER 1 degree, NSTC will deduct their scholarship TYPE (and corresponding amount) • Otherwise, if they show up at college and immediately change majors, NSTC will deduct their scholarship TYPE (and corresponding amount)

NROTC Restructuring Initiative • How does this change your “Prospecting and Blueprinting” • #3 – Applicants need to consider attending an in-state NROTC unit from the start (provides a “safety net”) • If start college as a TIER 1, but perhaps downgrade to TIER 2 midway through college, their NROTC Scholarship would still cover $25K – which is typically more than enough to cover MOST in-state NROTC colleges. • If start college as a TIER 1, but perhaps downgrade to TIER 3 midway through college, their NROTC Scholarship would still cover max in-state Tuition and Fees – so should be no impact to your applicant. Otherwise… • Your applicant could be faced with having to transfer to an in-state or to a less-expensive college that would fit into their reduced NROTC Scholarship amount, or … • Look to have to cover the Tuition difference out-of-pocket (student loans, parents, other scholarships, financial aid, etc)

NROTC Restructuring Initiative • How does this change your “Prospecting and Blueprinting” • #4 – Be aware of the $ amount that you put on the “big check” at NROTC presentations • Depending on the Scholarship TYPE awarded (Type 1, 2, or 3), the $ amount will differ. • FOR EXAMPLE (confirm your specific applicant amounts – don’t just blindly use these amounts – they are for example purposes only!!) • Type 1 amount = 4 x annual tuition at the assigned school choice • Type 2 amount = 4 x $25k = $100k • Type 3 amount = 4 x highest in-state tuition rate at an in-state NROTC school

NROTC Restructuring Initiative • Some additional items being worked with NSTC: • Due to the extent of changes slated to occur, NRC has asked NSTC to be more responsive in the following areas: • Increased presence on NRC-monitored social media sites where NRC N9 receives large numbers of questions about NROTC • Increased response to queries and questions from NRC and recruiters about program issues and policies • Faster action taken on website account issues for NRC Users • Enhancements to the NSTC NROTC application website identified and submitted to NSTC N6 • Help NRD NROTC Coordinators • Help personnel inputting Evals • Help Regions and NRC

Checklists and Forms • The latest revisions to checklists and forms will once again be made available on the NRC Recruiting QD, under N3 Dept and then NROTC Checklists & Forms. • They are also available on the NSTC NROTC application website under the forms tab. • Utilize the latest revisions of checklists and forms. If you already processed an application using the old forms, NSTC WILL accept it. • NOTE: Realize that with the proposed restructuring of the NROTC Scholarship program, don’t blindly use previous forms – at least confirm that you are using the current version of forms (especially the updated SOUs) at the start of the NROTC season to ensure that your NRD is using the proper, updated forms containing accurate information. • GOAL: For NRC and NSTC to have all updated checklists, forms, & SOUs uploaded and ready for use PRIOR to the opening of the application website to new applications.

  16. Correspondence and PII • Contacting me via e-mail is the preferred method of communication. Calls are OK too! • E-mail simply provides a record I can use to forward / respond as necessary. • Applications contain A LOT of PII. Ensure you encrypt your e-mail OR use the SAFE method when sending me an e-mail. Again, encrypted e-mail is preferred. But if SAFE works better for you, please use it! • NOTE: SECNAV M 5510.36 requires the NRC security manager to be notified any time e-mails are received containing PII without the proper encryption.

  17. Gate Dates (subject to change) • 25% TBD August 2014 (ends 12pm CST) • 50% TBD October 2014 (ends 12pm CST) • 75% TBD November 2014 (ends 12pm CST) • 100% TBD January 2015 (ends 12pm CST) • NOTE: Gate dates will be established and distributed once NRC is informed as to when the application website will open to new applications. But should closely match last year’s gate dates (if practical). • Process applications (online) as you complete the hard copy. Do not stockpile online applications or wait to submit them the day before or hours before a gate deadline. • NOTE: The day following each gate, I will be processing online applications.

  18. ISR’s • All ISR applicants must be a High School Senior to be eligible for an ISR. No exceptions. • ISR Applications sent to me (per individual) should be consolidated into one PDF. Do not forward multiple pdf’s for the same applicant unless you need to. E-mail or call to discuss your issues. • ISR candidates for 2014-2015 shall once again be identified by the 75% gate (TBD fall 2014). We struggled to adhere to this self-imposed date last year and almost lost some quotas because of delays in obligating ISR quotas. So look for NRC to more-tightly manage ISR quotas in the 2014-2015 season.

  19. Returned Applications • Electronic applications throughout the NROTC season are often returned by me for various reasons. Ensure that you check your return queue daily. • Near the end of NROTC season applications that are returned often have missing data, and if not corrected timely, could impact an applicants chances for selection. Applications with missing data cannot proceed to the selection board. • A second QA check at your level will minimize errors and allow each applicants package to proceed to the selection board.

Goaling / Diversity • Diversity targets are PRESENTLY the same as last year’s • 12%/15%/15% (AA, HISP, API and NA) – subject to change due to ongoing discussions within NRC leadership and due to loss of Top 10% ability. • NRD’s WILL NOT receive NROTC credit for completed applications based solely on being in the top 10% of their high school class. • Diversity targets should be your first priority. This ensures attaining NRC’s goal of 12/15/15 before the end of the NROTC season. By the 75% gate, each NRD should have an idea if they are going to make their diversity targets for the season.

NROTC Instruction 1533.4E • Changes to this years instruction will be minimal • Since major changes and updates were implemented last year • Any changes will most likely center around restructuring of the scholarship structure • SOU, Drug Statement, and Debarment will be modified as needed to reflect the new scholarship program changes.
