Background Executive Order 11-13 §4.b.ii (page 4) Demonstrate Leadership in Energy Efficiency and Renewable Energy. …at least 50 percent of state building operators and managers will have attended Building Operator Certification (BOC) training … or other appropriate training approved by the Real Property Executive Committee, to operate existing energy-consuming equipment in state owned buildings in the most efficient manner possible.

Training has been approved: Goals • Create useful training for staff at all state facilities • Customize to facility AND staff • Make the best use of staff time • Create a manual that covers all the mechanical equipment in the facility • Manual is a reference and a living document • Focus is Energy Efficient Operations • Supplemented by a series of webinars • No cost to facility (CEE is under contract with Admin through February 2014)

Energy Efficient Operations Program • Program developed for building operators to assure persistence of savings in buildings • Site specific • Half day of hands on training • Manual and Check Sheets provided • Supported by a series of monthly webinars on general energy efficient operations management topics • AHU’s Economizers, Fans, Motors, VFD’s • Building automation systems • Heating and cooling plants

Comparison to Other Programs • MEEA’s Building Operator Certification (BOC) training includes nearly 60 hours of classroom and project work (6.1 CEUs) in building systems operation and maintenance. • 6 full days in class; one meeting a month • AFE’s Building Operator Certification Program two levels of certification, Certified Plant Maintenance Manager (CPMM) or Certified Plant Supervisor (CPS). • The focus is maintenance • Training is offered out of state and is typically four days long with the examination included.

Energy Efficient Operations: Additional Services • We can create verification forms and send reminders to submit them • They will be maintained in a database • For as long as is needed • We are available as support • Mechanical engineering expertise • Controls issues • General energy management • Sharing of new developments and best practices

Energy Efficient Operations: Webinars • Monthly series of about ten presentations on high level topics from a general perspective • Most common systems and issues • Case studies • Presenters from CEG and CEE • Incorporates elements of AFE and BOC Training • Jim Nieswaag is a Certified Plant Maintenance Manager through the Association for Facilities Engineering • Building Operator Training syllabus has been used to help design this program, working with Nora Wintermute of MEEA to coordinate their participation
