Campus Incidents Since Election • Lehigh University – complaint against faculty member • University of Washington at Bothell – report of harassment directed at Muslim women • Southern Methodist University – racist fliers • UCLA - fliers promoting a nonexistent “white students group” • Ohio State University – student pushed an anti-Trump protester down a flight of stairs • University of Michigan – Muslim student threatened for wearing a hijab • University of Kentucky - at least nine reports of bias incidents • Lebanon Valley College – racist graffiti found • Baylor University – African-American student pushed and called the “N” word by student who said “I’m trying to make America great again. https://www.youtube.com/watch?v=xfrR4PhQCxY Courtesy of the Chronicle of Higher Education

Preparing for Civil Unrest • Not a matter of if, but when • Understand events that may trigger demonstrations • Maintain open communication with affinity group coordinators • Provide access to senior administrators who can address campus issues that may spark unrest • Have policies for responding to bias-related incidents • Review, consolidate time, place, manner policies • Read the UC System “Response to Protest on UC Campuses” Report http://campusprotestreport.universityofcalifornia.edu

The Legal Landscape • Clery Act • Clery Coordinator and "working" Clery team • Monthly reconciliation of Clery Act data • Identify, notify, and certify CSAs, and, • ID Clery Act properties • Title IX • Focus on prevention AND response • Dedicated TIX Coordinator & trained investigators, and, • Trauma-informed approach AND trauma-literate officials • State-specific regulations • Open & Concealed Carry • Others?

Implications of the PSU Fine • Penn State fine will be nearly 7x the largest ever • Most violations did not involve a Sandusky action • ED will punish institutions that they believe are not forthcoming in response to findings: “Given the range of violations documented by this and other related investigations, it is not possible for Penn State to claim that comprehensive remediation is not called for.” • The precipitating incident is irrelevant; once they’re there, they’re there for the long haul • ED is serious about the DFSCA • The Clery Act is an institutional obligation

  10. 21st Century Policing on Campus • Anecdotal data drawn from our work: • Many students of color perceive bias from the administration • Several expressed being mistreated by CPS • Profiled at night when they’re walking on campus • Harassed in the wake of a crime • Highlighted in Timely Warnings • Treated differently by CPS when they’re hosting special events • Their friends felt disrespected when they visited campus

  11. 21st Century Policing on Campus • Review and update policies, training, and data collection on use of force, and engage community members and police labor unions in the process. • Increase transparency of data, policies, and procedures. • Call on the POST Commission to implement all levels of training. • Examine hiring practices and ways to involve the campus community in recruiting. • Engage in meaningful relationships with campus • Ensure officers have access to the tools they need to keep them safe. • Implement self-care for all levels of the organization

  14. Terrorism • Motivated by social, political, economic, or religious grievances • Targets institutions and symbols • Globalization of education • Mostly O-CONUS, but impacting the Homeland… • Preventing…we are very new to this!

Predatory Violence • It happens in higher education • It's not going away…and, is a year-round issue • May be motivated by personal grievances • Targeted towards a "specifically-named" individual(s) or randomly selected • You must have a process to: • Identify, investigate, assess, and manage violence risk • Your team should be: • Formally chartered • Trained • Widely known

  18. Targeted Violence Against Law Enforcement • Our understanding is evolving… • Attacks are on the rise • Motivation is complicated, often with a broad range of grievances • Often begins with personal grievances, but evolves • Potentially capitalizing on other movements

Campus Community Wellness • High risk drinking • Remains a significant risk in higher education • Rates are generally unchanged over past several years • High risk drinking can result in several negative outcomes • Suicide & Mental Illness • Suicide rates are staggering • Many campus community members arrive on campus with pre-existing diagnosed and undiagnosed physiological disorders • Drug use & abuse • Implications for legalization and de-criminalization of marijuana • Opioid use & abuse • Misuse of prescription drugs, and • Drug facilitated sexual violence

  21. Campus Community Wellness • Promising practices: • Compliance with the Drug Free Schools and Campuses Regulations • Collaborative approach • Evidence-based prevention programming; • Counseling and health center staffing • Substance availability • Others?

  23. Other Factors Impacting the Landscape Brainstorm… The collaborative campus safety team can, and should, be dynamic partners on campus educating and motiviating senior adminstrators to implement and fund prevention, risk reduction, and mitigation strategies and responses.

Wrap Up • Landscape is rapidly evolving • Leadership not always aware of risks • Most campuses are not oriented or resourced to address all risks • Internal collaboration is key to effectively addressing challenges, as is engagement with external partners… • Champions and sophistication – we need this!
