SUSTAIN is an EU-funded project aiming to develop a user-friendly, participatory self-assessment tool for measuring the sustainability of coastal authorities. The project promotes innovation and environmental practices across European regions, with a focus on the wise use of coastal areas. The legacy of SUSTAIN includes the DeCyDe-for-Sustainability management tool, which implements agreed indicators and provides objective scoring for sustainability efforts.

SUSTAINThe project Dr Alan Pickaver & Ms Maria Fereira Coastal & Marine Union (EUCC)
Background • Project co-financed by INTERREG IVC Programme • Innovation & Environment • Regions of Europe Sharing Solutions • TOTAL BUDGET: €1.798 023 Jan.’10 – Dec . ’12 PARTNERSHIP: 12 Partners including 8 regional and/or local authorities, lead by EUCC
Objective To have in place, at the end of three years, a fully implementable policy tool, applicable for all 22 coastal states of the EU, which will enable the self-assessment of the sustainability of local authorities.
Conclusion • Friendly-to-use, self-assessment tool. • Participatory. • Highly sensitive, flexible and adaptive but robust. • After a baseline level is measured, further measurements show progress or otherwise. • Allows predictions to be made based upon different policy options.
What is new? • 1. Governance has been dealt with through a checklist, not classical indicators. • 2. The Issues and Indicators for Economics, Environmental Quality and Social Well-being have been divided into Core and Non-core issues. • 3. An Indexing (scoring) methodology which gives SD Index (score).
Legacy of SUSTAIN • DeCyDe-for-Sustainability: A coherent, policy-driven management tool comprising: • A set of agreed indicators, implementable • at local and regional partner authority level • A means of scoring these • indicators in an objective way. • A means of giving a cumulative • indexation of the • sustainability effort.
Integration land-sea Project was entirely based on ICZM. As this policy initiative has been included in the MSP, it directly addresses very focussed aspects of the maritime area related to the coastal zone rather than the open sea.
Implementing good ideas • Our partners self-taught from good examples of other partners and implemented them e.g. • Bio-degradability signage for boat users, • Urban Consortium of different administrations for coastal regeneration, • Jelly fish monitoring
Europe 2020 goals • Sustain was highly significant for MSP. The definitions of the Pillar Indicators are : • To promote and support a vigorous and sustainable economy; • To make available and promote sustainable • environmental practices; • To promote social unity and durability; • To provide consistent management, • cohesive policies….. for the wise use • of the coast.
Stronger maritime dimension Learning from others (best practice) Improved cross-border cooperation Integration WFD and MSFD with MSP Coastal areas MUST be included despite lack of ICZM Directive
