2. IKK Strategies Addressed • Accelerate implementation of the statewide immunization registry. • Expand opportunities for children to receive immunizations through a ‘medical home’. • Promote policies, regulations and environmental changes that increase access to and utilization of immunization services.

3. Overall Objective Increase the current number of providers that submit immunization events to KSWebIZ by 60% (an additional 77 providers) by the end of 2008.

Action Item 1:Develop a long-term KSWebIZ enrollment and management plan Description • Continue to develop a comprehensive and detailed KS WebIZ implementation plan and clarifies additional resource needs. • Continue to refine KDHE’s Marketing Plan for the Kansas Immunization Registry Rollout–KSWebIZ, focusing recruitment and training efforts on high-priority ‘clusters’ of providers • Elaborate short- and long-term resource (both financial and professional) needs and secure sources of support.

Action Item 2:Develop a private provider education campaign about KSWebIZ Description Educate and increase immunization providers’ awareness by: • Continue/expand statewide presentations on the registry’s status and future plans to stimulate enrollment, participation, and use of the registry. • Research options to allow non-contributing providers (i.e., health care providers whose patients receive immunizations elsewhere) to have access to KSWebIZ/registry data.

Action Item 3:Reduce provider disincentives for KSWebIZ participation Description Identify barriers to KSWebIZ participation by immunization providers and develop specific targeted solutions: • For providers without an electronic practice management system from which immunization data can be extracted, reduce the perception of the burden of KSWebIZ data entry. • For providers with electronic data-management systems from which immunization data can be imported into KSWebIZ, reduce the burden of adding patient immunization histories by populating KSWebIZ with electronic data from as many sources as possible. • For providers using EMR with varying capacities to manage immunization data, develop the capacity to electronically store core data elements and establish an HL7-compliant interface to reduce the burden of dual data entry of immunization encounters.

Action Item 3:Reduce provider disincentives for KSWebIZ participation Expected Outcomes • KSWebIZ uptake will increase more rapidly, thereby increasing the robustness of data quantity and quality. • Children’s immunization records will be more accessible and complete. • Immunization rates will be more accurately and easily assessed. • Efforts may be targeted to areas with the greatest need. • State and local immunization rates will increase. • KSWebIZ will make steady progress toward completion of the Healthy People 2010 Goal of >95% of children <6 years of age with 2 or more immunizations enrolled in the registry

Action Item 3:Reduce provider disincentives for KSWebIZ participation Evaluation Indicators • Above-stated targets will be met. • The number of immunization providers populating KSWebIZ with immunization data will be tracked quarterly, with increases in enrollment documented and reported in KSWebIZ newsletter. • KSWebIZ usage trends will be monitored for the impact of each of the interventions. • KSWebIZ data qualtity trends will be monitored for the impact of each of the interventions.

Action Item 4:Provide incentives for KSWebIZ participation Expected Outcomes • Additional providers will participate in the KSWebIZ, bring valuable history to populate it, and commit to an ongoing update of immunization records to the registry. • Progress will be made towards CDC stated target of 100% participation of immunization providers in KSWebIZ. • Providers will utilize data from KSWebIZ for analysis and improvement of their immunization services. • Parties interested in community health assessments will be able to access community health data. • Local health departments will analyze aggregated de-identified community level data to improve their community’s health. • Local health departments will monitor health status of their community.

22. Action Item 4:Provide incentives for KSWebIZ participation Evaluation Indicators • Above-stated targets will be met. • 100% of providers receiving incentives will continue contributing data for at least one year after enrollment. • 95% of all provider user accounts will remain in active status over a one-year period. • Report usage statistics will be documented annually, with trends monitored long term. • Conduct KSWebIZ user satisfaction survey annually to identify areas for improvement or additional development; communicate results to KSWebIZ users.
