HU-HR Cross-border Co-operation • Beginning in 2002- local actors along the border-originate creation of Hungary-Croatia Pilot Small Projects Fund • Fund operated within the framework of the Hungarian National Phare Programme- co-operation-type projects with funding only on the Hungarian side • The Pilot Small Projects Fund was launched again in 2003 • 2004-2006, Neighbourhood Programme SLO-HU-CRO • Significant development in CBC with external borders of the EU • External (CARDS/PHARE for Croatia) and Internal (ERDF) - EU financial sources (Slovenia, Hungary) in the same Programme.
Instrument for Pre-Accession (IPA) • Integrated Pre-Accession Instrument assisting candidate (CC) and potential candidate countries (PCC) to adopt and implement the „acquiscommunautaire ” and to prepare for EU funds on accession–In CBC IPA Programmes between Member State (MS) and non Member State focus is on non- Member State (e.g. Croatia)! • Structural Funds rules for cross-border co-operation at EU internal borders to apply at EU external borders with CC-s and PCC-s
Specific characteristics of MS(Hungary)- Non MS (Croatia) IPA CBC (1) • Single Programme budget • funding coming in a balanced way from IPA and ERDF • single pot of money, to be spent on both sides of the border under one set of rules • Programme budget validity • Programme has been drafted as a 7-year strategic document (2007-2013), financial resources cover only 3 years, 2007-2009; next two financial years 2010-2011 currently under EC approval • Rolling method: Programme could be modified every year after 2009
Specific characteristics of MS- Non MS IPA CBC (2) • 2-step Programme approval process • Commission decision approving Programme: addressed to MS- Hungary (13 March 2008) • Financing Agreement with non-Member State – costs are eligible in Croatiaonly after the signature (1 December 2008) • Beneficiary country (non MS) • had to prepare the necessary structures and documents so that the Programme could be operational
HU-HR IPA CBC Management structures Ministry of Regional Development, Forestry and Water Management of the Republic of Croatia, as the National Authority, supports Managing Authority in the co-ordination of programme relevant activities in Croatia. Joint Monitoring Committee (JMC) supervises and monitors the programme implementation and is the decision-making body related to the project selection under the respective Call for Proposals.
Lead Beneficiary - Project PartnerFinancial issues • Financial liquidity of Project Partners due to the timeframe needed for reimbursement of costs (!) • Differences in minimum amount of own contribution • HU: 5% for each Project Partner • HR: 15% for public entities, private non-profit entities do not have obligationfor own contribution • Contracts will be stipulated in EUR
HU-HR IPA CBC- Eligible area Hungary: Zala, Somogy and Baranya counties Croatia: Međimurska, Koprivničko-križevačka, Virovitičko-podravska, Osječko-baranjskacounties Cross- border counties- LeadBeneficiary and/ or Project partners Adjacent counties (only in Croatia)-only Projectpartners (maximum reimbursement amount of 20% of total Community funding of the project in which theproject partnerparticipates)
Specificity of Action 1.2.1 • Important role: All other activities within Area of intervention 1.2 have to be in line with the single common comprehensive product plan in order to receive funding from the Programme. • Calls for proposals can be launched for all the other actions within this area of intervention only after the tourism product plan has been elaborated. • Future projects will have to be in line with the plan.

Call for Proposals • Two types have been launched: 1) „Classic” Call for Proposals 2) Specific Call for Proposals (for Action 1.2.1 Elaboration of Regional Tourism Product Plan) • Launch of the Call for Proposals: 26 March 2009 • Submission deadline: 24 June 2009, 17.00 p.m. • Selection: 1) Specific Call for Proposals- October 2009 2)„Classic” Call for Proposals- December 2009 • New Call for Proposals expected in first trimester of 2010
