ECONOMIC DEVELOPMENT • RDAs being abolished April 2012 and “replaced by LEPs” and with a number of functions being moved to national bodies. • SEEDA has two objectives in this period: • Deliver our business plan (which stretches to 2013/14) • Transition in a way that retains economic value for the region and VFM for the taxpayer
RDPE • Key plank of business plan • SEEDA has committed £27m of £37m non Leader budget. • Leader groups have committed £7m out of their £24m project budget • No decision yet from Defra on delivery mechanisms or future RDPE budget • Minister has commitment to RDPE. • Business as usual pending decisions on future delivery – likely to be more national.
BROADBAND AND RURAL COVERAGE • Broadband is key enabler to businesses in South East • SEEDA had planned to start a £1m programme of work this FY • BUT - a casualty of in-year cuts • We are now working with ‘Broadband Delivery UK’ on pilots to leapfrog to superfast

Rural Broadband • RDAs got additional funds under European Economy Recovery Programme (EERP) • SEEDA allocation £737k • Split 50:50 between rural broadband and dairy sector restructuring • March launched call for EOIs for broadband • 22 EOIs received totalling £1.72m in grant • Projects included FTTC, exchange upgrading and Wireless projects
Rural Broadband current position • 8 shortlisted for full application stage • Adisham, Canterbury, Kent • Wealden, Hailsham, East Sussex • Arreton parish, Newport, IOW • Wingrave, Thornborough and surrounding villages, Bucks • Test valley, Mapledurwell and Bradley, Hampshire • Ewhurst and Surrey Hills, Surrey • Sutton, east Marden and Plaistow, West Sussex • Yarmouth, IOW. • Closing date 30th September 2010A • Approval in November • Affordability issues: 2 or 3 projects max.
Broadband in wider RDPE • Negotiations with Defra on use of wider RDPE funds for broadband ongoing • EU Commission have agreed to programme modification • Defra concerns: • Impact of CSR • Affordability of potentially major projects • Changes nature of RDPE (new use)
