State Challenges Lack of competition in many markets and government policy concerning broadband expansion left up to the free market. Cost to deploy broadband in unserved and underserved communities is very expensive. No ROI to serve the rural last miles. Physical infrastructure and deregulation – negotiating federal and state jurisdictional issues - 3rd party attachers on telephone poles, municipal bonding for broadband infrastructure, and cable franchise agreements. Cell Coverage in pockets throughout the state #1 issue for public safety. Beyond availability broadband adoption, affordability, and capacity will continue to be challenges for many years to come. The Broadband Mapping and Planning Program funding ends 12/31/14. Without data NH will not be able to measure progress.
State Legislation 2014 - 2015 • HB286 – bonding for broadband infrastructure (SC) • HB1458 – authorizing towns and cities to establish special assessment districts for community economic development ( Recommended) • SB344 – relative to cable franchise agreements (SC) • HB1265 – relative to coordination and funding broadband information infrastructure by E911
