After 19 years and $783 Billion invested in the failing Afghanistan, the tipping point was finally reached when 1,312 coalition peacekeepers were brutally massacred in a series of coordinated attacks in the South. This attack polarized the Joint Coalition Command Team and caused irreparable damage between coalition forces and the Karzai administration. Irreparable because the Islamic republic of Afghanistan made an official announcement that the attacks were condoned by it’s people and it’s leaders. War with Afghanistan was not an option but a radical new strategy already had an assembled operations plan, a plan so radical that it was dismissed by even the most right wing leaders in Washington. Meanwhile, non drug related terrorist attacks in Central America have taken the lives of several thousand civilians. These attacks have been definitively linked to Al-Qaida planning cells operating with relative ease throughout Southern Afghanistan. The Pan-American Coalition (PAC) was established in 2016 to unify efforts with Central American nations to combat Drug Cartel activity operating throughout Central America. The PAC has been successful in combatting drug cartel activity but lacks the intelligence backing to counter the growing threat of ideological terrorism. In accordance with Operations Plan 105-XX under North American Charter 109-37, the Pan-American Coalition establishes the Pan-American Coalition to Afghanistan (PAC-A). The PAC-A will operate as an expeditionary arm of the PAC with the primary mission of reverse exploitation. The PAC-A will exploit the opium trade in Southern Afghanistan by first seizing the poppy fields and later facilitating conquest of the global market by positioning the organized cartel consortium in Southern Afghanistan. The North American Charter prescribes the specific directive that no more than 40% of cartel activities and business may operate in any of the Americas. In return, the cartels will be granted exclusive ownership of the opium market operating out of Southern Afghanistan. In order to execute this bold plan, the PAC will task organize the PAC-A for 36 months to execute the 12 month expeditionary mission in Southern Afghanistan. The city of Kandahar will be used as the operations hub from which the PAC-A will launch all operations in the poppy field rich provinces of Kandahar and Helmand. Very specific mission parameters and aggressive tactics will characterize this 12 month mission. This historic operation will bring a permanent end to all coalition operations in Afghanistan while simultaneously relocating the Drug war from the Americas to Southwest Asia. The Pitch

Read Ahead In the absence of a competent governing force in Afghanistan, Al-Qaida has resumed operations in at least three of the major population centers there. Large districts within the cities of Kandahar, Kabul, and Jalalabad have been overrun by well organized and well supported Al-Qaida operation cells. Recently secured evidence from a cell in Kandahar has revealed that global terror operation planning is being conducted in Southern Afghanistan. Recovered evidence also suggests that the most recent attack at Lake Managua, Nicaragua was planned and launched from Southern Afghanistan. A recent report from a US Special Operations Detachment operating in Kandahar has indicated that an unprecedented consolidation of forces, and materiel is occurring in at least three major districts in Kandahar. Analysts from the US Defense Intelligence Agency have proposed that Al-Qaida is currently attempting to exploit the widespread instability and violence in Central America in order to hasten a regional collapse. The strategic implications of the Panama canal should not be overlooked, an attack there would immediately affect global commerce and significantly affect the defense posture of the Western hemisphere. The Pan-American Coalition (PAC) was established to bring stability to Central America while eliminating the threat through direct engagement. Mission XXXX TOP SECRET XXXX The Pan-American Coalition to Afghanistan (PAC-A) exists as a mission subset of the principal Pan-American Coalition. The PAC-A operates as an expeditionary component with the primary directive of neutralizing the terrorist threat at its source while simultaneously facilitating the greater PAC mission in Central America. The PAC-A implements the radical strategy of facilitating the relocation of no less than 60% of all cartel activity in Central America to the Helmand and Kandahar provinces in Southern Afghanistan. The poppy fields in these provinces sustain 60% of the global opium supply. This three fold operation involves: 1. Setting the stage; seizure of all poppy fields in the two highest producing provinces; Helmand and Kandahar. 2. Way Ahead • The PAC-A will continue to build forces and establish its footprint in Southern Afghanistan. • Force packages B, and C will be employed to further establish Kandahar and facilitate the movement of forces into the Helmand Province poppy fields. • Force package D will seize the poppy fields and neutralize all enemy activity in and around the poppy fields. • A detailed follow-on report will document all mission activities from 04JUL20 through 05SEP20, this report will include a detailed graphical depiction of planned future operations. 9
