WORKPACKAGE I: FRAMEWORK THEMES OBJECTIVE • Improve safety & environmental protection • through support to & development of a pro-active safety culture • by initiating and managing a programme of work • aimed at establishing a common knowledge base, and • a comprehensive framework of safety assessment / management • for European waterborne transport
WORKPACKAGE I: FRAMEWORK WP1: SCOPE & OBJECTIVES • Title: “European Framework for the development of safety assessment (…… & safety management) in waterborne transport” • Objective: To contribute to the diffusion of a pro-active safety culture in the maritime community, by:- • promoting a common understanding, and providing interfaces between information / knowledge & the spectrum of European safety initiatives • engaging stakeholders to encourage & facilitate cultural change • improving the effectiveness / use of risk management philosophies • ie RISK COMMUNICATION

WORKPACKAGE I: FRAMEWORK TASK 1.1: ENHANCING THE FRAMEWORK OF SUPPORT • Start with CA-FSEA: Review, anticipate enhancements via WP1 • Extend / verify stakeholder list* • Map current safety initiatives, with stakeholder perspective* • Define stakeholder knowledge needs, map onto availability** • Develop enhanced framework for safety assessment / management, based on needs, information and knowledge • *input from WP3 to WP6; **input from WP2
WORKPACKAGE I: FRAMEWORK TASK 1.2: ENGAGE STAKEHOLDERS IN THE FRAMEWORK • Promote stakeholder awareness of relevant knowledge/information • Involve stakeholders; seek ways to enhance/extend safety initiatives • Reflect emerging recognition of risk management philosophies • Stakeholder workshops to discuss / learn the framework • Aim is shared understanding/ownership as basis for cultural change
WORKPACKAGE I: FRAMEWORK TASK 1.0: WP I REPORTS • D1.1 Outline framework from CA-FSEA & 1st workshop • D1.2 Preliminary map of initiatives, stakeholders, needs, information • D1.3 Enhanced framework; plus how to promote stakeholder awareness and involvement • D1.4 Final framework for maritime safety / environmental assessment and management, for dissemination and reference
WORKPACKAGE I: FRAMEWORK WORKPACKAGE INTERFACES • Direct interface with WP II: user-centred input to design of European Information System • Receives inputs from: WP III - data (CHIRP, voyage data records, accident data) • WP IV - human aspects • WP V - safety / environmental assessment methods • WP VI - safety management methods

WORKPACKAGE I: FRAMEWORK WORKPLAN • Workpackage I - produces 3 interim and 1 final report • Workpackage I - 3 Task Leader meetings; plus 9 Network meetings • Members and Task Leaders progress work between meetings • Work for each interim report: starts with a Task Leader meeting, concludes during a Network meeting • Work for final report collated during a Network meeting
