Introduction • This Green Paper is meant to; • Provide state of the current post-school education & training system • Provide the country with DHET’s vision of a post-school system & set post-school system priorities • Invite debate on the how current system may be improved • Get consensus on the way forward • Not to change current regulatory framework • Set the agenda for the writing of a white paper
Challenges with current system • Approx. 3 million youth have a bleak future • waste of human potential • potential source of instability • The post-school system does not address the needs of the economy & the country • The system is inadequate in quantity, diversity & in instances in quality • The regulatory system is complex & difficult to understand • No national policy on disability
Vision • Align the post-school system with SA’s developmental agenda, with link to; • New Growth Path • IPAP2 • HRD Strategy for SA (2010 – 2030) • SA 10 Year Innovation Plan
To create a single, coherent, differentiated and highly articulated post-school education & training system • To overcome structural challenges • Expand access to education & training • Increase equity • To achieve high levels of excellence & innovation
To raise enrolments in the post-school system • In universities from 899 120 to 1 500 000 • In colleges & other post school institution to 4 000 000 • To build, resource and support the post-school system • To place focus on the Public Further Education & Training college sector • Increase the number of qualified people entering the workplace
To strengthen the Public Further Education & Training college sector • Grow the sector • Improved quality • Phased diversification of this institutions • Training of staff • Upgrading of lecture qualifications • Support for learners • Capacity building of management & improved governance
Build strong partnerships • Remedy the lack of regulations for quality assurance systems in private further & higher education institutions • Provide remedy in the post-school system for student access, staffing, curriculum and student funding • Strengthen institutional differentiation • Increase emphasis on sufficient levels of research and innovation
Improve research capacity • Strengthen public & private provision of adult education • Increase emphasis on a uniform workplace-based training • Increase partnerships that increase access for workplace experience • Levy-grant institutions fund & support provision in Public FET colleges & universities of technology
DHET Proposals • Community Education & Training Centres (CETCs) • To address needs of Out-of-School youth & adults • To absorb adult learning centres • South African Institute for Vocational & Continuing Education &Training (SAIVCET) • To strengthen the vocational & continuing education sector • To support existing institutions
Coherence within the post-school system, between basic education & post school system, between post-school system & the labour market be promoted • Setas build relationships between Education institutions and the labour market • Simplify the National Qualifications Framework (NQF)
Strengthen the levy-grant institutions by improving their articulation with the post-school system • Clarify & simplify the mandate of setas • Introduce more flexible & innovative modes of learning delivery • National disability policy that guides education & training institutions in the post-school system be developed.
Conclusion • The greatest growth must be at college level • Quality of provision must improve • There must be articulation between various institutions & between these institutions & the labour market There should be proper collection, analysis, coordination & effective use of data • An integrated data management system
The should be effective utilisation of available funds • There should be coherent and effective policy, management, administrative & regulatory institutions at national level • There should be a simpler NQF • more flexible & innovative modes of learning delivery be introduced.
