Sustaining HPWREN – Consider CRTN Model Yehuda Bock Scripps Institution of Oceanography Director, SOPAC, CSRC 2009 HPWREN Annual Meeting Palomar Observatory November 5, 2009
California Real Time Network • ~130 stations in California, operated by SOPAC, USGS, PBO, Orange County, San Diego County, MWD, NCEDC as prototype for early warning system and real-time positioning applications • 1 Hz (once per second) raw GPS data streamed over dedicated radio links, microwave towers, and cell modems with a latency of a fraction of a second to server at SIO • ~50% of stations use HPWREN Real Time (Active) Real Time (temp. down) Upgrade in Progress (http://sopac.ucsd.edu/projects/realtime/)
CRTN Consortium • We need a way to expand GPS real-time network statewide and to cover the cost of operations at SOPAC/CSRC (necessitated due to recent drastic reduction in Federal funding to CSRC from NOAA/NOS/NGS) • Developed a CRTN Proposal and Business Plan to form consortium of users and data providers, including membership fees and CRTN Board membership • Held inaugural meeting of Consortium in October • Consortium members will enter into service agreements with SOPAC • Success in not guaranteed, especially in this economic environment • HPWREN should consider a modified version of this approach to sustain itself and perhaps expand coverage

CRTN Expansion Areas • DWR, NOAA and SIO project for GPS meteorology and flooding early warning system • With PBO, establish statewide base network at ~50 km spacing • With Caltrans, to cover the Central Valley for positioning applications • Cascadia region with ARRA funding through NSF (UNAVCO/PBO)
