What Are Title 1 Funds? • In 1965, The U.S. Congress passed the Elementary and Secondary Education Act (ESEA). The most recent reauthorization occurred in December 2001.The law wasrenamed the “No Child Left Behind Act (NCLB) and signed into law by President Bush in January 2002. • NCLB is divided into numbered parts called “titles”, each having a different educational focus. • The focus of Title 1 is on improving the academic achievement of children attending schools with high levels of low-income families and who need additional help to meet rigorous academic performance standards. • The DOE received Title 1 ARRA (American Recovery and Reinvestment Act) funds for 2009-10 school year.
Schoolwide Program Schools (SWP) Versus Targeted Assistance Schools (TAS) Schoolwide Program Schools: • The school’s Title 1 funds are coordinated with other funds to implement reforms to upgrade the entire educational program of the school in order to improve the overall academic achievement of ALL children in the school. All students are Title 1 participants and all parents are considered Title 1 Parents. Schoolwide programs must make provisions to meet the needs of students who are at-risk of failing to achieve state standards. Targeted Assistance Schools: • Title 1 funds must be used only to benefit specific children identified as being at-risk of failing to achieve state standards. These students receive supplementary Title 1 services (after school, staff support) and specific staff are funded by Title 1 to provide instructional support to these children. In a TAS school, “Title 1 Parent” means a parent whose child is participating in the Title 1 program. *Bayside HS is a Schoolwide Program School.*
Title 1 Allocation Categories Each school must schedule Title 1 funds as follows: • 10% - Professional Development (the Title 1 portion of a coach may be applied toward meeting this requirement) • 5% - To Ensure All Staff Are Highly Qualified • 1% - Parent Involvement (a minimum of one-percent) *2009/2010 Total Title 1 Allocation for Bayside HS is 1,905,119. The minimum one-percent set-aside for parent involvement is $19,051. ********************************************* For Title 1 Set-Aside 1% Parent Involvement: • A proposed spending plan and budget is developed by the Title 1 parent organization in the school (PAC or PTA parent subcommittee) based on the activities as articulated in the Parent Involvement Policy and School-Parent Compact and in alignment with the timeline for CEP review and adjustment. • The School Leadership Team is the vehicle for consultation between the school and Title I parent community.
Who/What is Funded Using Title 1 Monies? • Workshops – State standards, State and City assessments, literacy and math, technology, Title 1 program requirements • Per Session programs • Coverage for Teacher Absences • After School Programs in Reading and Math • 1% Parent Involvement (minimum) • 5% To Obtain Highly Qualified Staff • Instructional Supplies for Students • 10%Professional Development for Staff
Title I Parent Involvement Program • The Title I parent involvement program should be designed to meet the needs of Title I parents and linked to the school’s student achievement goals and the activities articulated in the school’s parent involvement policy and school-parent compact. • Title I funds may be used to provide workshops and other activities for parents that promote literacy, the use of technology and provide access to other resources that parents can use to actively support their child’s education. • Title I parents must be consulted regarding the use of these funds and must be engaged in the discussion regarding how the Title I program will benefit all parents.
Parent Involvement Policy and School Parent Compact Describes how the school will work with parents Developed and implemented jointly with parents Lists activities and strategies designed to build the school’s and parents’ capacity for the meaningful involvement of Title I families in support of student achievement Includes protocols for how the school will communicate with parents about the Title I program and student progress (e.g., Annual Parent meeting, subsequent parent meetings and conferences) Must focus on engaging parents in the improvement of student academic achievement.
PAC If a PAC is chosen, a separate council is formed and officers are elected. The PAC adopts operational guidelines (Attachment H) regarding the formation, structure and function of the PAC. The PAC reviews the current parent involvement policy and school-parent compact annually and in consultation with other Title I parents and the School Leadership Team. The PAC should meet regularly as prescribed in their guidelines to discuss Title 1 related issues. PAC meetings are open to all Title I parents. Meaningful discussions during these meetings should be based on the school’s Title I funded programs using the CEP and parent involvement policy as a tool. Schools and parents should work together to ensure that timely information is shared with Title I parents regarding: student achievement, State and City assessments used to measure and track student progress, performance standards, school improvement initiatives, parent involvement program Parent Subcommittee of the PA or PTA If parents decide to establish a parent subcommittee of the PA or PTA, the subcommittee must create a leadership structure (e.g., selecting a Chairperson, Recording Secretary and Treasurer). The PA or PTA parent subcommittee adopts operational guidelines (Attachment H) regarding the formation, structure and function of the subcommittee. The PA or PTA parent subcommittee reviews the current parent involvement policy and school-parent compact annually and in consultation with other Title I parents and the School Leadership Team. The PA or PTA subcommittee should meet regularly as prescribed in their guidelines to discuss Title 1 related issues. These subcommittee meetings are open to all Title I parents. Meaningful discussions during these meetings should be based on the school’s Title I funded programs using the CEP and parent involvement policy as a tool. Schools and parents should work together to ensure that timely information is shared with Title I parents regarding: student achievement, State and City assessments used to measure and track student progress, performance standards, school improvement initiatives, parent involvement program Choosing a Parent Structure: Consultation Meeting During this initial meeting, Title I parents are advised that they can choose a structure for consultation: either a separate Parent Advisory Council (PAC) or establish a parent subcommittee of the school’s existing PA or PTA
