Background • UN initiative established in 2005. • Based on the idea of sovereignty is not a right, but a responsibility. • Focuses on preventing the four crimes of: • Genocide • War Crimes • Crimes against Humanity • Ethnic Cleansing
Three Pillars • A state has responsibility to protect its population from mass atrocities • The international community has a responsibility to assist the state if unable to protect its population on its own • If the state fails to protect its citizens from mass atrocities and peaceful measures have failed, the international community has the responsibility to intervene through coercive measures such as economic sanctions. Military intervention is considered the last resort
History • 1994 Rwanda Genocide • Kofi Anan asked the question: When does the international community intervene for the sake of protecting populations?
Gareth Evans (an Australian!) was one of the people to come up with the name ‘Responsibility to Protect’ in 2001.
The Process • Economic, political, and social measures were to be used along with diplomatic engagement. • Military intervention was presented as a last resort.
