KAR 704 19:002 "Individual learning plan addendum" or "ILPA" means an action plan that addresses the changed educational needs of a student based upon entry into or exit from an alternative education program that includes, as appropriate, academic and behavioral needs of the student, criteria for the student’s re-entry into the traditional program, and provisions for regular review of the student’s progress throughout the school year while in an alternative education program.
What is an ILPA? The Individual Learning Plan Addendum (ILPA) is a transitionplan for student going into and coming out of an alternative program. This action plan should allow for a smooth transition for the student to maximize the student’s chances for remaining on track to graduate college and career ready.
Components of the ILPA • Transition team • Academic needs of the student • Behavioral needs of the student • Goals and objectives • Progress monitoring • Student supports
Who is on the Transition Team? • Anyone who has an impact on the educational process of the student should be invited to the meeting. • Both the traditional and alternative programs should be represented on the team. • Parents must be invited to be on the team. • The student should be included when appropriate. • Outside agencies when involved – Court designated workers, social workers, or counselors • Regulation requires board policy to define the composition of the ILPA team.
Communication • Communication between all parties is key to a successful ILPA. • A process should be established for communication for the initial meeting as well as a plan for follow up meetings. • Dates and times should be as convenient as possible for parties involved. • Documentation
Academics • What are the student’s academic strengths? • What is the student’s current schedule? • What are the student’s best learning styles? • What are the student’s academic needs? • What areas or subjects are weakest? • Is the student behind grade level in any areas? • Other concerns? • Is the student at risk for dropping out of school? • In need of credit recovery?
Behavioral • What are the student’s behavior strengths? • What intervention strategies have worked? • Does this student respond better at certain times of the day, with certain staff members, etc…? • What are the student’s behavioral needs? • What behaviors are of most concern at this time? • Has a behavioral assessment been completed? • Other concerns? • Home situation • Red flags or warning signs • Is there any additional information that might help individualize instruction for this student to be successful?
Goals When setting goals, consider why the student is being placed in an alternative program. • What is the criteria for the student to re-enter the traditional program? • Specific academic goals • Specific behavioral goals • Assure alignment with IEP goals • Any additional Goals or objectives • (Attendance, activities, etc…)
Progress Monitoring • How will the student be initially assessed upon being placed into the program? • What data is already available for the student? (Behavior, standardized tests, etc…) • What additional assessments or monitoring data is needed? • How will the student’s progress toward goals and successes be measured?
Student Supports What additional information may be useful to help the student be successful? • Interests and hobbies • Extra-curricular involvement or interests • Support or lack of support from home • Career goals and interests • Does the student have a positive relationship with a staff?
An Effective ILPA The goal of the ILPA is to ensure a successful transition into and out of an alternative program.
An Effective ILPA • Include everyone working with the student’s educational process. • Promote college and career readiness • Communication • Clarifythe goals during the student’s placement in the alternative program.
Individual Learning Plan Addendum The Individual Learning Plan Addendum is a data fed module within Infinite Campus.
Timeline for release ofILPA in IC • December 2013 – January 2014: KDE testing of ILPA module • February 12, 2014: ILPA module released to all districts • Voluntary use of the module for remainder of 2013-2014 school year • Select voluntary sites will act as a pilot group for use of this module as part of the ILPA requirement in 704 KAR 19:002
Timeline for release ofIndividual Learning Plan Addendum in IC • Early Spring/Late Summer 2014: Training for all districts on Individual Learning Plan Addendum module to be used as part of the requirements of 704 KAR 19:002 • 2014-2015 school year: Full implementation of ILPA within Infinite Campus
