FLAT MAIL PREPARATION INITIATIVES MTAC October 28, 2004
Recently Completed Initiatives • Full Merging of UFSM 1000 flats • CR and 5D combined on all 5D and L001 pallets according to new standards in M045 • Reallocation of Firm Bundles • 5D FIRM bundles no longer contribute to 5% limit for merging • Non-Sacked Periodicals Now Eligible To Be Entered at DDUs
Major Initiative - APPS – Address Visibility / Readability • Federal Register Notice • Label on top piece must be visible • Banding – if cannot be positioned away from address block, clear strapping must be used • Shrinkwrap – haze recommendation (70%), with no seams or other obstructions over the address block • Position – address cannot be on the smallest side of the bundle • Optional bundle label can be used • Maximize Automated Processing of Bundles with Modified OEL Format
Future Initiatives • 3-Digit Bundle Scheme for Flats • AFSM 100 compatible Periodicals, Standard, and BPM flats • Automation and co-bundled automation and presorted pieces • Pieces in bundles would be rated as 3-digit • Approximately 250 ZIPs in 100 combinations • New Labeling List L009 • Consolidates origin processing of MXD/residual flat volumes from approximately 100 ADCs down to 29 processing locations • No preparation changes other than labeling
Future Initiatives • Reductions in Sacks • Eliminate shrink-wrap requirement for bundles on BMC pallets • In-County Periodicals outside of sacks dropped at plants • Mixed/residual bundles placed on ADC and SCF pallets prepared for one of the 29 locations • Lower minimum weight for last pallet level • ADC pallet protection
Future Initiative - Co-Palletization of Mixed Classes • Provide opportunities to consolidate flats mail streams where it makes sense for efficiency • Build on opportunities of Periodicals co-palletization experiment • Move mail from sacks to pallets • Improved Palletization • Move Standard and BPM from BMC pallets to finer level pallets (e.g., ADC, SCF) • Increased pallet discounts for Periodicals portion • Improved drop ship penetration • Increased drop ship discounts
Future Direction Of Workgroup • Reintroduction of the Mixed/Residual Pallet • Would significantly reduce sacks • Pallets would be labeled to the 29 mixed processing locations, most equipped with APPS • Complete Implementation of Preparation Changes Related to the APPS Deployment
