SETA Landscape • Re-establishment processes • Submitted Application for Recertification - 31 March 2009 • Service Level Agreements with the DoL are being processed • SETA reporting and monitoring systems are being improved • Sector Skills Plans 2010/11are being submitted • Quality Council for Trade and Occupations (QCTO)
Other Priorities • Provincial linkages are imperative • Equity Targets are always factored when allocating funding as follows: • 85% Blacks • 54% Female • 4% People with disabilities • Sector Coverage • The tourism sector is broad and diverse. Other than chasing of targets with limited financial resources, Theta further ensures that training needs of the sector falling outside of the NSDS and could not be aligned for reporting against the NSDS targets are catered for. The following projects are currently running;
Other Priorities • The National Tourism Career Expo (NTCE) targeting 20 000 GET, FET and HET learners are supported through career guidance, including unemployed graduates and educators. This project costs Theta in excess of R2.2m per year. Other Priorities • OFO Project (Organising Framework for Occupations), at a cost of over R600k. The OFO are currently used for reporting in the WSPs and ATRs, Reporting scarce and critical skills, equity targets, reporting Seta’s performance to the DoL, generating Occupationally directed qualifications and skills programmes and compiling career guide for learners.
Other Priorities • Re-registration of Skills Programmes, Learnerships and all Theta Qualifications • Training Provider Capacity Building Project (Phase 2) on pages 39 to 44 of the Annual Report, which includes training of: • Assessors • Moderators • Facilitators • Coaches and Mentors
Other Priorities • Development of Training material to be used by all Theta accredited training providers • Volunteer training • Training Lay-off Scheme being planned
Other Priorities • The rest of the completed projects in the past financial year are documented in the Annual Report 2009 and include the following; • Sports 2010 related projects • Life skills for Soccer players • Sports Facilities Management • Administration and Technical officials capacitation • Support for Small Tour Operators • Youth Coaching Clinics • Boxing Officials Capacitation • Youth Talent development • Horse Racing Black Managers Acceleration Programme • Gaming Regulators Programme • Bursaries for the Racing and Equestrian Sector • Mobility Services Project

CHALLENGES AND CONCLUSION • Limited levies collected in the sector as opposed to the huge demand • The Tourism Industry is labour intensive and pay low salaries • The sector constitutes of about 90% SMEs • The Theta estimated companies are 40 000 • 3300 companies pay levies (8,25%) • 36 700 non-levy payers (91.75%) • The sector employs over 400 000 employees • Significant unemployed people seek jobs in the sector
CHALLENGES AND CONCLUSION • Theta therefore requires additional funding to the value of R200m per year in order to make significant impact • Inadequate funding leads to some targets not being met • Extreme complaints from public seeking training funds • Negative perceptions of Theta and other SETAs due to public unrealistic expectations
