NC Housing Coalition Mission and Vision • Our mission is to lead a campaign for housing that ensures working families, people in crisis, seniors and persons with disabilities may live with dignity and opportunity. • We envision that all North Carolina communities include an ample supply of quality affordable homes. www.nchousing.org
NC Legislative Priorities • Increase state investment in safe, quality, affordable housing • Increase and maintain protections & rights for tenants and homeowners • Ensure consumer protections are in place to prevent abuses by banks and finance companies • Create affordable access to utilities, transportation, and other services www.nchousing.org
NC Legislative Landscape • Election year – all state legislators • First term governor • Speaker running for Senate • $445 million budget shortfall • Contentious issues: coal ash cleanup, teacher compensation www.nchousing.org
NC State Housing Credit • Administered by NC Housing Finance Agency • Paired with the federal LIHTC • $35 - $45M yearly investment • Operates as a long-term, non-amortizing loan • Not eliminated by 2013 tax reform; not extended past sunset of Jan. 1, 2015 www.nchousing.org
NC State Housing Credit • Rebranded - Workforce Housing Investment Program (WHIP) • Several potential vehicles to extend sunset • Option of including as special provision in the budget www.nchousing.org
NC Housing Trust Fund • Administered by NC Housing Finance Agency • Supportive Housing • Rental Development Financing • Urgent Repair Program • Mortgage Assistance for Low-Income Homeownership • Flexible source of funding for housing production and rehab www.nchousing.org
NC Housing Trust Fund • No cut in Governor’s budget - $7M • Senate will be first to take up budget • Appropriations Subcommittee on General Government (www.ncleg.net) • Will work for dedicated revenue source in 2015 long session www.nchousing.org
