This report discusses the importance of the inventory of early warning systems in providing an overview and understanding of existing systems, helping decision makers find systems for their specific needs, and avoiding redundancies. It outlines the data acquisition process and the on-line questionnaire interface for the inventory. Criteria for indicators of efficiency of early warning systems are also presented, along with activities related to the Type-2 Partnership and the 2nd International Early Warning Conference.

Inventory of EW systems Why an inventory of EW systems…? • Provide an overview and understanding of existing early warning systems • Help decision makers to find existing EW systems for their specific needs • Build the basis for an assessment of EW systems by means of indicators • Avoid future redundancies
Data acquisition • 1st -test- version of questionnaire is electronic and has been sent out to 10 agencies • Questionnaire might have to be revised • Final version will be an on-line template that will fill the data base automatically
User interface of the inventory 5 Screens: • Entry through search engine with four criteria: hazard, region, organisation, warning year. • Search results. • EWS screen with basic information and links to the method of the EWS and to the warning dissemination. • Method screen. • Information on Warning Dissemination screen.
Activities • WG2 Website • Inventory of Early Warning Systems • Criteria for Indicators of Efficiency of Early Warning Systems • Type-2 Partnership: “Integrating Early Warning and Disaster Risk Management into the Sustainable Development Agenda and Practice • 2nd International Early Warning Conference • Ad hoc group on drought
Criteria for indicators... • Determine criteria to assess efficiency • Develop indicators for those criteria • Develop a method to assess efficiency of EW systems by means of indicators • Lessons learnt – Floods in Central Europe 2002; floods in China, 2002; current drought in Southern Africa... • Best practices/”blue prints” for EW systems • Relevant information for donors and bilateral organisations

EWC II • WG2 was requested to develop a proposal reflecting the structure and organisation of the international conference • Small group within WG2 • 1st draft circulated back to WG2 members • Draft forwarded to ECW II Secretariat
The future... • Finalisation of inventory of EW systems- long term management (DKKV-UNEP- ISDR) • Criteria for indicators of effectiveness EWS- finalise and circulate draft proposal - convey expert meeting (2003)- process to validate indicators and produce guidelines • Continue support to preparation of EWC II • Next meeting of WG2?
