Regional HIFLD Concept Mission Work with HIFLD members and contributing partners in the PSA Areas involved with Homeland Security, Homeland Defense, Civil Support, and Emergency Preparedness and Response to promote domestic infrastructure information gathering, sharing and protection, visualization, and spatial analysis

5. Regional HIFLD Mission Requirement • Requirement for increased and sustained collaboration expressed by: • National State Geospatial Information Committee (NSGIC) • National Association of Counties (NACo) • Infrastructure Information required prior to incidents for training and planning to enhance preparedness, response, and recovery • Extend Awareness and Reach of Federal Infrastructure Protection resources • Strengthen Federal – State – Private Sector Partnerships • We are doing this on the protection and security fronts. • Focus on Data and GIS interaction and collaboration • Savings of $Ms spent on commercial data

6. Mission Gap – H/V Data and GIS Integration • Partnerships (w/ data and GIS counterparts at the S&L level) • Critical component for true data integration and exposing data services • Critical to coordinated remote sensing operations • Enhanced Data Management – Requirements, Access and Information Sharing, Collection, Standards, Protection • Infrastructure data is not just tubular or flat its geospatial, imagery, video • Infrastructure data is not just shared via PC - leverage & expose sensor data (context!) • Increased Awareness of Federal Support, Data, Tools and Training • Help level the playing field between States and Counties with and without resources to leverage infrastructure data for their Infrastructure Protection programs • Accelerate build of HSIP Freedom (Federally acquired data provided to S&L gov.) • Increased data population of the Infrastructure Data Warehouse • Increased coordinated preparedness and situation awareness down to the County level HIFLD Regional Concept will close this critical gap!

7. Value Added Objectives • Enhanced situational awareness and support to HLS/HD infrastructure protection activities at the S&L Level • Integrated GIS efforts • Collaboration and dynamic sharing of data • Enhanced support for Infrastructure Protection field operations • Meet ASIP's Guidance: • provide better geospatial products / capabilities for PSAs • Leverage remote sensing capabilities to enhance infrastructure protection • Structured Data Management - Continuously improve HSIP Gold infrastructure data and accelerate the build out of HSIP Freedom data sets • Decrease Infrastructure data buys over time • Contribute to the National Information Sharing Environment • Federal and State Government geospatial data and information sharing • Provide education and awareness of Federal data management and GIS efforts to the PSA Areas • Understand and help resolve regional data and technical requirements and issues • COOP Data Service – IDW for States, States for Counties and Counties for Cities

Horizontal / Vertical Infrastructure Data Management • Get data to the States • Build and Share “Composite Layers” for National, Regional and State Infrastructure for HSIP Freedom and HSIP Gold • Same Data Serving Multiple OGC Viewers - ESRI, Google, Microsoft, WEBEOC • Build Understanding of Regional Interdependencies This will take time…can’t be done without sustained partnerships.
