Whitestown Utilities Water Update February 26, 2007
Whitestown North Water System Original Town Boundaries and then extended to Walker Farms • Served by wells and existing water tower • Water lines installed in early 1950’s • Original town water pipes undersized and need replacing • Walker Farms water lines are new and the proper size
Whitestown South Water System Created by the purchase of BCU in July, 2004 • Includes Anson and additional annexed areas • Water purchased from IWC (Indianapolis Water Company / Veolia Water) • Subject to IWC rate increases • Lines are appropriately sized to new construction standards
Recent Updates to North System • Increased the capacity of the water system • Eliminated use of ozone oxidation system – Sept 2006 • Installed additional filters – Oct 2006 • Completed Linville loop – Jan 2007 • Chemically cleaned existing filters – Feb 2007 • Maintaining flushing schedule
Upcoming Improvements to North System • Preparing to change disinfection method to maintain a more uniform disinfection residual in the system • Reducing disinfection by-products (TTHM and HAA5) • Increasing production from the existing wells • Working to acquire additional well fields
Upcoming Improvements to North System • Expand existing water plant • ‘Loop’ water line from Perry Worth School • Replacement of undersized water lines in Whitestown • Replacement of manually read water meters to digital read water meters
Proposed Upcoming Improvements to South System Predicated by obtaining funding: • Add an additional 300,000 - 500,000 gallon water tower • Installation of a connection line between North and South Systems • Review of all construction plans to eliminate dead-ends
How Are We Going To Pay For This? • We entered the funding process with the state and are requesting funding through the State Revolving Fund programs (SRF) • Hoping to receive funding in April “Pool” program • Researching grants to assist in the water line replacement • Awarded mid-summer
Other Funding Options • Raise water rates • Raise connection fees • Raise capacity fees • Investigate other area rate structures – based on cost of providing service • Other? We’ll look into everything possible.
