  2. Why do a Consolidated Grant? • Opportunity to do a single proposal for multiple funding sources • Enables integration of consortia/complex-wide improvement efforts via an overall strategy for increased student achievement • Serves as a foundation for future consolidated plans

  5. Title II-A Teacher and Principal Training & Recruiting Fund • Purpose: • Ensure teachers have mastery of content areas • Create high standards for paraprofessionals • Promote high quality, ongoing professional development for teachers and administrators

Title II-A Teacher and Principal Training & Recruiting Fund • Requirements: • Focus on more effective in-service training for teachers in the classroom • Use activities from scientifically-based research • Align activities with Hawaii Content & Performance standards, General Learner Outcomes, Hawaii State Assessment, Superintendent’s priorities (achievement/literacy, civic responsibility, safety & well-being)

Title II-A Teacher and Principal Training & Recruiting Fund(Requirements, continued) • Develop proposals collaboratively with input from teachers, principals, parents, paraprofessionals, other school personnel • Describe how Title IIA professional development will be coordinated with other federal and state funded training • Describe how Title IIA and Title IID (technology) funds will be used to train teachers to integrate technology into curricula and instruction

Title II-A Teacher and Principal Training & Recruiting Fund(Requirements, continued) • If a Title I school: • Describe how an annual increase in percentage of highly qualified teachers at the school will be shown • Describe how an annual increase in percentage of teachers who receive high quality professional development will be shown

  10. Title II-D Enhancing Education Through Technology (EETT) • Primary goals: • Increase student achievement through effective integration of technology into curricula and instruction • Increase BOTH access to and use of technology

Title II-D Enhancing Education Through Technology (EETT)(Requirements, continued) • Significance will be determined by extent to which the project: • Offers a clear vision for the innovative use of technology to help students learn challenging standards • Includes a partnership that has the potential to benefit others • Benefits students directly by integrating acquired technology into the curriculum • Supports access for teachers & students to technologies and on-line resources

Title II-D Enhancing Education Through Technology (EETT)(Requirements, continued) • Significance will be determined by extent to which the project: • Ensures continuous professional development to further the use of technology in school or learning settings in the community • Is designed to serve disadvantaged students or areas with greatest need for technology • Includes an assessment/evaluation plan that reflects using data to make mid-course revisions in the project

Title II-D Enhancing Education Through Technology (EETT)(Requirements, continued) • Significance will be determined by extent to which the project: • Includes plans to collect data assessing current status of technology use in grantee schools • Is designed to create new learning communities among teachers, students, parents, and others to contribute to school improvement

Title II-D Enhancing Education Through Technology (EETT)(Requirements, continued) • Feasibility will be determined by the extent to which: • Project ensures successful, effective, efficient use of technologies for educational reform sustainable beyond the grant period • Consortium grantees can demonsrate efforts that leverage other funding resources to expand the scope of the project, e.g., General Funds, Title I, etc.

Title II-D Enhancing Education Through Technology (EETT)(Requirements, continued) • Feasibility will be determined by the extent to which: • Applicant is capable of carrying out project as evidenced by: • Project design • Objectives and implementation activities • Evaluation • Dissemination plan

Title V-A Innovative Programs • Purpose: • Support local education reform efforts that are consistent with and support State reform efforts • Provide funding to enable the State and Complexes to implement promising reform and school improvement programs that are established on scientifically-based research • Most flexible of three funding sources

Title V-A Innovative ProgramsRequirements • Proposals should demonstrate that: • School/complex education reform efforts are consistent with and support the Hawaii Content and Performance Standards, General Learner Outcomes, Superintendent’s Priorities • Funding will enable schools/complexes to try out reform/improvement programs based on scientific research • The educational needs of students, including at-risk youth, will be met

Title V-A Innovative ProgramsRequirements(Requirements, continued) • Proposals should: • Develop and implement programs to improve student, school, and teacher performance, including professional development activities and class size reduction programs (support of Title IIA) • Serve areas with high number or percentage of disadvantaged students or other areas with greatest needs • Be developed collaboratively with input from teachers, other consortium members, and stakeholders as appropriate

  20. Award Amounts • Proposals from Consortia (3 or more schools): up to $400,000 • Proposals from Complex Areas: up to $650,000 • Proposals from private schools: 6% of the total award amounts

  22. Application(continued) • Part B • Abstract: one-page, double-spaced abstract (no points but required) • Describes: • Problem or need being addressed, • Proposed activities, and • Intended outcomes.

  23. Application(Part B, continued) • Narrative: Double-spaced, 12 point font, not to exceed 20 pages. Follow template (Part B: Grant Narrative)! • Includes: • Comprehensive description addressing all requirements of the grant proposal process: • Needs Assessment • Project Goals • The Plan: Strategies/Activities to Meet Goals • Timeline • Evaluation/Follow-up Plan

  24. Application(continued) • Part C: BUDGET • Use attached Budget Summary form • Include a narrative for each budget line item • Budget 8-10% of the total for evaluation
