Financial Considerations • Under the new interim directive which governs the NDCESP, recipients are considered on Education Leave Without Pay, with an Allowance in lieu of salary • The allowance represents 100% of the employee’s gross salary for his/her substantive position. • The Program does not cover acting pay and does not include the terminable allowances or the bilingualism bonus.

National Defence Civilian Education Support Program • Program Overview • Since its inception in 1999, the NDCESP – formerly the Departmental Scholarship Program – has helped 105 people. • DND employees have had a chance to undertake or complete educational programs in a large range of subject matters such as: • business administration, marine management, information technology, human resources, geography, property management, chemistry, education and many more.
National Defence Civilian Education Support Program • Program Overview (continued) • Annually, the program provides DND indeterminatecivilian employees with financial assistance to obtain a degree, diploma, certificate or other accreditation through full-time studies at a recognized Canadian educational institution for a maximum of twelve consecutive months, within the period between August 1st of the current year and August 31st of the following year.
Eligibility Criteria • be a DND employee with indeterminate status, under the Public Service Employment Act (PSEA); • have been a public servant under the PSEA for two years, with at least one year in the DND, on the closing application date of the program; • meet the language requirements of your substantive position; • currently nor have been in the previous five years, engaged in a federal government subsidized long-term (more than six months) training or development program on a full-time basis, other than language training; • choose a field of study that reflects public service needs as well as your career development plan and that will enhance your employability within the DND or the federal Public Service; • must apply to be a full-time student at: • -a recognized Canadian institution located in the vicinity of your headquarters or residence area that offers the proposed program; or • -a recognized Canadian institution that offers the program through distance education; or • -a recognized Canadian institution located outside the vicinity of your headquarters or residence area only if the proposed program is unavailable in your area of headquarters or residence or through distance education. • demonstrate the minimum education requirements for admission to the selected program; • obtain from your manager the approval to attend the selected education program and a written confirmation of "fully satisfactory" performance; and • have started the requested education program or be actively engaged in a relevant continuous learning process (including relevant volunteer work) outside normal working hours.
