7.0 Looking to the Future • PS should be involved in all aspects – design, administration, deployment, maintenance and operations on national basis. • Require commitment to some level of PS involvement. • Require appropriate procurement level at national level • PS to represent industry and customers separately • Perhaps through existing organization (NOIA, MTS). • Require PS involvement in pilot studies. • Encourage/Require partnership between sectors (Government, Academia PS).
7.1 Develop detailed statements on sharing of data and products provided by the private sector for the system, as well as system generated and value added products/data to be provided by the private sector to user groups. • R&D Ops End users. (we had a lot of difficulty defining the boundary). • NWS: derived products for health & safety for the public good: proposed as defining criterion for public/private partition. • No clear consensus among group.
7.2 Develop plans for demonstration projects • Projects need to follow the IOOS data product suite. • Projects need to be regionally defined. • Regional associations to include PS in pilot projects.
7.3 Recommend level of advocacy by private sector • Local level advocacy required to enter into pilot project. • As a first step, circulate GOOS steering committee Congressional advocacy letter for S1400 to PS for forwarding on company letterhead.
7.4 Develop plans for future communications (e.g., web site, meetings, other) which would reach, inform, and involve a broader segment of the industry. • Suggest OCEAN.US add section in its newsletter to proactively inform industry about NOPP BAAs, funding opportunities, and request inputs from PS for inputs to initiative. • We see OCEAN.US as having a responsibility to engage the PS in the process.
