Background and Context 2013 CEOS Work Plan Section 6.1 “6.1: Decision on whether and how CEOS Agencies may provide coordinated data acquisition support to the GEO Global Agricultural Monitoring (GEOGLAM) initiative.” SIT-28 Action “28-34: The ad hoc team on GEOGLAM to continue their efforts towards a better understanding of the resources required to support GEOGLAM requirements – and report to CEOS Plenary, including any proposed next steps” 2013 Draft Plenary Objective “11. Draft Strategy In response to 28-34, the CEOS ad hoc WG on GEOGLAM has developed a draft of the CEOS Acquisition Strategy for GEOGLAM Phase 1 To be completed in time for presentation for endorsement at CEOS Plenary

Next Steps Take feedback from the SIT Workshop and finalize the Strategysection and Implementation sections Define a set of Next Steps to recommend to CEOS i.e. consideration for CEOS support to future GEOGLAM Phases Finalize the Strategy in close cooperation with agency representatives on the ad hoc WG Consult with the Principals of agencies implicated by the Strategy to confirm their support
Framing for CEOS Plenary • The CEOS Acquisition Strategy for GEOGLAM Phase 1 will be presented at CEOS Plenary for endorsement • If endorsed, the agencies implicated by the strategy will be expected to provide implementation support for the activities described in 2013-2015 • If not endorsed, CEOS will have to re-consider the nature of its support to GEOGLAM, and GEOGLAM may need to find other ways to secure required satellite data • Draft V0.4 of the Strategy was circulated with Workshop materials – final expected by mid-October
Implications of “Endorsement” • The CEOS Acquisition Strategy for GEOGLAM Phase 1 will be presented at CEOS Plenary for endorsement • If endorsed: • Core Data Streams: Provide data for Phase 1 activities and product generation • Contributing Data Streams: Provide data for Phase 1 evaluation • Potential Data Streams: Consider how to provide data for Phase 2 and/or 3 evaluation
Framing for CEOS Plenary • The continuity of the CEOS ad hoc Working Group for GEOGLAM should be addressed by Plenary • If the WG continues, its activities will need to be further defined (beyond Phase 1 strategy), and agency support re-confirmed • If the WG does not continue, CEOS will re-consider the mechanism used to maintain its support and commitment to GEOGLAM • The Working Group is recommending that it be continued, and that agency support be re-affirmed by Plenary
Discussion Points for Today Is the phasing of GEOGLAM clear enough and/or articulated clearly enough? Do any of the agencies “implicated” by the strategy have objections? Are there any other links to CEOS activities that should be discussed/considered? Other discussion points?

Background and Context CEOS Work Plan Section 3.1 “3.1: Continued support to the Joint Experiments on Crop Assessment and Monitoring (JECAM) initiative.”
The GEO Agricultural Community of Practice Established JECAM to: Enhance international collaboration around agricultural monitoring to address issues associated with food security and a sustainable and a profitable agricultural sector JECAM is achieving this objective by: Networking distributed regional experiments on cropland pilot sites around the world Synthesis of the results from JECAM will enable: Development of standards and best practices for different agricultural systems A convergence of the monitoring science approaches to help inform user requirements and support monitoring enhancements in the development of the GEOGLAM system of systems JECAM.ORG
JECAM activities are being undertaken at a series of study siteswhich represent many of the world’s main cropping systems • Progress is tracked in annual reports: http://www.jecam.org/charter/annual-reports
JECAM and GEOGLAM • JECAM has become the foundation of the R&D component of GEOGLAM • JECAM requirements are now considered GEOGLAM requirements • Future research-to-operational JECAM activities are in response to the GEOGLAM plan. Upcoming focus for phase 1/2 includes: • Step 1 (2013-ongoing). Maintenance of the JECAM network, better coordinating in-situ and satellite data, creation of minimum datasets, and re-focusing efforts towards GEOGLAM requirements • Step 2 (2014-ongoing). Identify R&D needs through development of the GEOGLAM R&D science plan. Begin to address GEOGLAM needs through a series of workshops and funded projects • Increased collaboration and data sharing, more cross-cutting research • Examine the role of new satellite platforms in GEOGLAM • Developing area sampling assessment framework • Step 3 (late 2014-ongoing). Definition of best practices to advise the construction of the agricultural monitoring system of system in later phases of GEOGLAM (i.e. food insecure nations)
