RARF V 5.1 Updates • Resource Entities are having trouble getting their hands on some of the information for new fields that have been added to the RARF V5.1. • In a recent RARF workshop ERCOT indicated that about 93% of all resources in ERCOT did not meet a recent deadline for submitting the RARF V5.1 with new data.
RARF V 5.1 Updates • ERCOT recently posted requirements for each Resource Entity to provide an attestation form to identify the missing information and a timeline / plan for acquiring the information. The attestation form was to be signed by an officer of the company. ERCOT has given the form a new name and now allowed the Authorized Rep to sign it. • This action got the attention of Resource Entities
RARF V 5.1 Updates • I have worked closely with the GARFs, RARFs, and with ERCOT staff for many years and do not recall there being any serious compliance issues relating to registration in the past. • We may not have a serious problem now.
RARF V 5.1 Updates • searching the protocols and guides for RARF, Asset Registration, etc does not produce much; • 16.5.4 Maintaining and Updating Resource Entity Information • (1) .............." and a Resource Entity must promptly respond to any reasonable request by ERCOT for updated information regarding the Resource Entity " ..............
RARF V 5.1 Updates • We have operated the electric grid in ERCOT for MANY years and have provided for very reliable relay protection systems without the information recently added to the RARF V5.1.
RARF V 5.1 Updates • I recently met with Electrical Engineers at my company and with an outside Engineering Contractor. I have found that some of the newly required information does not exist. • Some of the information does not exist on name plates, reports, registration forms or anywhere else. • measurements can be taken. • approximations can be made. • calculations can be performed. • the information can in fact be created.
RARF V 5.1 Updates • There is a cost associated with creating this new information. • We do not currently know the cost and we do not currently know the benefit.
RARF V 5.1 Updates • The protocols and guides do not currently have any provisions in place for screening proposed additions to the RARF. • Resource Entity must promptly respond to any reasonable request.
RARF V 5.1 Updates • I would like to propose that a small (short term) task force be created under ROS to review the existing protocol and guide language and possibly come up with some new language that would facilitate a cost benefit analysis and/ or a review procedure for any future proposed RARF additions.
