Conducted from Jan 2009 to Jun 2010, this study aims to analyze challenges and improve governance for OMC implementation in social protection and inclusion. The outcome provides the EC with recommendations and tools for stakeholder involvement.

The study... • runs from January 2009 to June 2010 • is carried out for the EC, DG EMPL – Employment, Social Affairs and Equal opportunities • by a consortium of INBAS GmbH and Engender asbl
Main objective is... “... to analyse the key challenges in relation to the governance dimension in the revised Common Objectives for the fight against poverty and social exclusion, in particular on the involvement of stakeholders, and, ultimately, to support the implementation of better policies and the improvement of governance in the fields of social inclusion and social protection policy, thereby contributing to the implementation of the OMC in the social sphere.”
Main outcome is... ... to provide the Commission with recommendations, benchmarks /examples of good practices and tools successfully applied by relevant stakeholders -regarding the quality and permanence of the involvement of stakeholders in the implementation of the OMC.

(1) • An assessment of the extent of stakeholder involvement in the OMC in the social sphere in the different Member States • An analysis of the main characteristics and issues at stake related to the stakeholders’ role in the different steps of the OMC • Examples of good practice for stakeholder involvement in the OMC

(2) • Recommendations to feed into debate and support better practice concerning participation and governance-related issues in the context of the OMC, including… • Tools ready for implementation, e.g. framework to assess stakeholder involvement • Establish a public website to make visible and disseminate the results and to provide information on stakeholder involvement in the policy process

Main outputs of the “study”... • 27 National reports (2-3 pp) - providing an overview of the “state of affairs” of stakeholder involvement in the OMC in the Member States - in EN + national languages
Main outputs... (2) • 8 case study reports - to gain a deeper insight into certain aspects, methods, tools and experiences of stakeholder involvement in the OMC
Main outputs... (3) • Final Study Report - analysis and assessment of findings - recommendations for the Commission - examples of good practices + tools - text of a leaflet for dissemination - in EN, FR, DE
