WHO’S AFFECTED?ONLY those school districts with delinquent facilities in their boundaries, DYS facilitiesthat receive Title I, Part D funds, and Department of Correction facilities that house inmates under the age of 18.

Major Changes toTitle I, Part D Application • THE APPLICATION: • has an Earlier Deadline: July 31, 2011 • has a New Review Process: Team Review • Will be more Intense; there is a rubric • is a little Longer • More reporting on IDEA and LEP students • More reporting on transition and transitional services • BIGGEST CHANGE: Suggestions are now required!
There are technically no new questions on the application! “If Applicable” is being removed from all questions. All questions must be addressed. Questions are being clarified; Where applicants had the options before, there are no options now. For example: it may have said “include individual OR master schedule”; now it says “include both individual AND master schedules”.
EARLIER DEADLINE • Applications can be approved earlier in school year; fund distributions can take place earlier • Gives applicants more time to utilize funding • Allows ADE to be more accountable financially to USDOE; • Gives ADE more time for monitoring
NEW APPLICATION FORMAT • Provides ADE with a desk audit tool for monitoring; • Allows ADE to maintain a 100%monitoring rate even in non-monitoring year; • Causes more accountability for facility • Allows ADE to collect more accurate data • Presents a truer picture of Arkansas • Allows ADE to reach a higher level of compliance
New review tool - rubric Provides a uniform way of reviewing the applications; Because it’s read by a team, not an individual, more objective reviews Makes it easy to compare applications; Provides explicit guidelines for applicants; Helps ADE ensure that all required information is collected;

The Rubric • Is simple • Has checkboxes for ease of scoring • Is designed where there are no “truly” grey areas • Is designed so that the parts on the application coincide with the sections on the rubric • 3/9 sections will be completed by the Title I office prior to being scored by the readers; one section is actually a bonus section. • Has a cutoff score of 100!
