  11. 16:00 – 17:30Situation budget /Plan for 2019L. Malerba 17.04

  12. Situation with treasurer and management support officer for JPNM based at EERA • Seriousstepshavebeentakenby JP Bioenergytomakesurethatwe can share thecost of a full time personbased at EERA toact as treasurerforbothJPs and toprovidesupport • Conditionsgiven in documentuploaded in themeeting folder (preparedby JP Bio) • A secretariat at EERA reinforces the EERA brand of the JP and facilitates the integration of the JP with the other JPs. Common materials such as templates, documents and presentation, communication plan, web site and so on can be easily shared together with the office • The secretary can assume the role of treasurer of the JP • Cost is significantly reduced, sharing the resource with other 2 JPs. The wage for a secretary is of 65.000 euro/year + 5000 euro for the office for a total of 70000 euro/year. If 3 JPs share the secretariat, each pays 23,333 euro/year. • Thesecretaryis: • Operationally managed by SecGen(holidays, leaves etc.) • Functionally managed by the JP Coordinator • EERA should start to advertise the position at the end of August 2019 to get the new secretaryin January2020 • We are currently waiting for the decision of the SC of JP Bio & Geo • If the decision is positive, we should foresee about 25 k€/yr from 2020 on to pay for the person and relevant journeys (e.g. to participate in SC meetings) • Whatto do ifthedecision of JP Bio & Geo isnot positive?

  13. JPNM fee payment in 2018

  14. JPNM fee non payers in 2018

  15. What to do with those who don’t pay the fee – reminder from previous meeting First action – full members: Full members that didn’t pay should do so or else provide a timing within which they’ll pay or else, as limiting case, provide a justification for not being able to pay and propose an in-kind compensation for it (compensation to be discussed and approved by SC) Second action: full members should identify the reason why their associates didn’t pay: No interest any more  will be removed (also from PPs, not acceptable if associate is partner in a Euratom project!) They forgot, or they didn’t know they were supposed to pay, didn’t know what the invoice was about when they received it, or didn’t receive it when informed and invoice was received they should pay If no payment within the year 2018 Commitment to pay double fee in 2019, if commitment not respected in 2019 before submission of Euratom proposals (if any), they will be removed from membership and from PP, as well as from proposals If no commitment, will be removed from membership and from PP already in 2018

  25. Introduction: why a new subprogramme? • The new SP willconcern “Materials health monitoring and non-destructive examination ” • Rationale: thisiscurrentlybecoming more and more important in general, and specificallyforthe nuclear industry, in connectionwith safety • Itispart of the digital transformation • Wehavethe chance of havinganinstitutespecialised in thistopicthatagreesto lead a SP onit • Roomforanother SP in thefuture, ifsuitablevolunteerto set up the SP isfound: circular economy and rawmaterials

  26. Introduction: howtoproceed? • Thereis no standardprocedure in EERA to set up a new SP in a JP – proposal: • Startrevision of DoW (thewhole MB involved) • Reduce thelengthbyremovingredundancieswith SRA • Updateitwith • new pilotprojects • LIST OF CONTRIBUTORS PER SP  importantalsotocheckmembers • anyotherchangeduetomutatedcircumstances • Adddescription of new SP • forthemoment no pilotprojects, obviously • define contributors taskfor new SPC  To be listed in theactionsbeforethenext SC meeting!
