CMIC Activities MixedCommissions and Work Groupswith IMSS The IMSS is an autonomous and tripartite (federal government, employers and employees) government institution, whose function is to offer health and social security services to the affiliated poplulation. CMIC is working with the IMSS to modernize the regulatory framework to guarantee financing for the social security system for the benefit of IMSS and construction companies. To clarify the real cost of social security for construction workers and facilitate compliance with employer obligations. 9

  10. CMIC Activities New Products and Servicies New productsfor Small and MediumSizecompanieshavebeenintroducedsuch as: financing, technologies, training, consulting, etc. 10

CMIC Activities Aribtration Center fortheConstructionIndustry The CMIC ispromotingthis center withtheobjective of offering an alternativemechanismfor dispute resolution; thisisgenerallyused as a way to resolvecomplex and onerousproblems in a more rapid and efficientmannerthanthecommonmechanism of litigation. 11

  12. CMIC Activities Workingrelationshipwithlegislativebranch A closerelationship has beenestablished and maintainedwiththeMexicanCongress to bring to theforefrontconcerns and proposals of thebusiness sector. 12

CMIC Activities WorkingrelationshipwiththeNationalGovernor’sConference (CONAGO) CONAGO is an organizationthatbringstogetherallthegovernors of Mexico withtheobjective of creatingprojects and carryingoutpolitical, economic, social and judicial studiesto deliberate, agreeon, proposeand evaluatejointsolutions to strengthen Federal Institutions and designpublicpolicies to drive federalism and decentralizationprocesses. In thiscontext, alongwithCONAGO’sInfrastructureCommission a proposalisbeingmade to generate reserves forMasterProjectsbyallocating0.5% of thebudgetedinvestment ,solelyfor a fund to financetheseprojects. 13

CMIC Activities • WiththeSecretariat of Economy, CMIC isworkingtoaddressthechallengesfacedbyMicro, Small and MediumSizecompanies (MIPYMES) in theconstructionindustry, in different federal entities . • The agenda items are: • MixedCommissionof theMinistry of Economy-CMIC (MIPYMES):WorkingGrouptoaddressissuesrelatedtoMIPYMES. • LiquidGuarantees:Creation of a fundthatwouldofferliquidguaranteestoconstructionMIPYMES whentheyparticipate in governmentbids, tostrengthentheircapacitytorespondwhenlackingfinancing (Initialfund of 100 million pesos). • Public Trust topromotethedevelopment of NationalSuppliers and Contractorsforthegovernmentrunpetroleumindustry:ReviewmechanismsthroughwhichMIPYMES can takeadvantage of theresoucrses of this trust. • Training:Establish an integral training programforMIPYMES, encouragespecialcoursesforthesetypes of companies, usingtheinfrastructure of theCentro México Emprende and design a specificfundforthispurpose. 14

CMIC Activities The agenda items are: Comply with the 35% stipulated in the Law for the Development of Competitiveness of Micro, Small and Medium Business:Establish the necessary mechanisms to ensure compliance with the provisions of the Law and its Regulations. Establishment of State Councils: Promote the creation of State Councils for the Competitiviness of Micro, Small and Medium Business and through this promote the development and participation of MIPYMES in all the states in the republic. 15 Fuente: Gerencia de Economía y Financiamiento CMIC.

  16. CMIC Activities MixedComissions and Work Groups The Mixed Commissions and Work Groups are the most adequate instruments to channel the concerns and needs of CMIC affiliates and to bring about the appropriate coordination with public institutions and regulatory entities for public works . 16
