Staff survey – why? The staff survey is part of UN-HABITAT’s implementation of its Medium-term Strategic and Institutional Plan (MTSIP) which calls for biennial staff surveys to help assess the organization’s Excellence in Management. Staff survey – why? cont. Learning: The findings from this survey will help prioritize implementation of organizational change initiatives. These range from management development, training and other aspects of staff empowerment, information and knowledge sharing and improvement of administrative processes. Staff survey – why? cont. Accountability: The staff survey is one of the tools to measure progress on Excellence in Management. We will report a summary of the findings to the CPR, and monitor progress by conducting similar surveys in 2011 and 2013. UN-Habitat Staff Survey, 2 September 2009
Staff survey – why your views? We are asking your views about UN-Habitat’s effectiveness because you as staff have first-hand knowledge of how the agency conducts its work. We want to know your opinion of: • Your own work; • The performance of your Division/Office; • The organization’s management; and • Changes in the last 12 months in some critical areas (internal collaboration, strategic direction, collaboration with external partners, transparency in resource allocation, internal information and knowledge sharing, and business processes). Staff survey – what kind of tool? • The staff survey utilizes a tool which has been developed for use in the UN Secretariat entities. • It has already been implemented in five departments of the UN Secretariat. • The tool is based on best practice from the public and private sectors. • It is built on a model of how an effective UN entity should operate, and identifies development needs based on responses. Staff survey – anonymity • To ensure objectivity and confidentiality, the survey will be conducted by MANNET, a private consulting firm, which has set up an external website to manage the survey. • No results can be traced back to individuals. UN-Habitat Staff Survey, 2 September 2009
Staff survey – reporting The following survey reports will be published: • One global report (for the whole of UN-Habitat) shared with all staff. • Seven sub-reports, shared with staff belonging to the specific category: • Executive Direction and Management (OED and PSD) (Nairobi only) • Liaison Offices (New York, Brussels, Washington, Geneva) • GD (Nairobi only) • MRD (Nairobi only) • HSFD (Nairobi only) • RTCD: ROAAS, ROAP, ROLAC, ROEETC • Out-posted staff (HPMs, project staff reporting to GD, RTCD, HSFD, MRD, including a sample of consultants who have been on-board for more than a year).
