  2. PTF Definition • The Telecom Forum serves as the convening body for communications and information policy related activities of the PECC. As such, the membership of the Forum complies with the over-all Council’s mandate and institutional structure. The PTF is thus an international non-profit organization consisting of government, industry and academic experts from around the Asia-Pacific Region and is [to be] supported by financial as well as substantive contributions from all sectors of membership. • Members of the Board of the PECC Telecom Forum are responsible for defining the priorities and objectives of the Forum and for development and oversight of the Forum’s annual work program. The Standing and Coordinating Committees of the PECC are in turn responsible for endorsing and supporting the decisions of the PECC Telecom Forum (PTF) Board. One representative of each entity recognized in one of the following membership categories shall be recognized as a member of the Forum Board

Membership Categories • Coordinating Member Economies: • Members economies are [invited to be] more actively involved in the active management of the Forum and in leadership of the selected work programs and events of the Forum. These member economies, through their financial and substantive leadership in the area of communications and information policy are [to be] recognized as Coordinating Member Economies • International Corporate Patrons • Corporate patrons are those companies that have volunteered to actively support and develop the work program of both PECC and APEC through patronage of The Forum and leadership in one or more taskforces of the PTF. They are called upon to play a decision-making role in both the international forum activities and in their domestic Telecom Taskforce affairs. In recognition of the role they play in supporting the Forum these members are [to be] recognized as International Corporate Patrons. • Supporting Institutions • Academic Institutions, research organizations, and domestic trade associations that have committed themselves to supporting the PECC Telecom Forum lead much of the substantive research of the forum and it is through their networks that The Forum will be able to increase the number of private sector consumer, producers, and distributors are involved into the work of PECC and APEC. Those institutions that play a substantive role in supporting the PECC Telecom Forum are Supporting Institutions.

Membership Benefits • Entitlement to one seat on the PECC Telecom Forum (Board) IAG and representation on all PTF Committees of interest. • Priority on speaking positions and sponsorship opportunities at PECC associated events (which include a number of APEC events). • Recognition as an International Project Leader, Committee Chair, or PECC-APEC Liaison Officer in all PECC and relevant APEC publications (Subject to nomination and Board Approval) • Discounts on registration at all PTF associated events. • Regular Updates on PECC and APEC activities through the PTF quarterly newsletter and regular APEC reports • Notification of all PECC and APEC requests for proposals for project management and consultation, and • Access to the PECC and APEC network of contacts. • Listing and Credits in the PTF Forum Directory and the PECC Committee Roster. Both items accessible on the Internet and in hard copy.

Membership Opportunities • Opportunity to be part of a regional strategic planning team involved in regulatory reform and market development initiatives • Membership in the oldest and most effective tri-partite trade and economic development council in the Asia-Pacific Region • Formal Association with the Asia Pacific Economic Cooperation (APEC) forum through PECC’s standing as the only official private sector observer to the Forum. • Access to the government, industry, and academic network of experts in twenty-two Asia-Pacific Economies • Information, on a timely basis, to regulatory and market developments in the member economies of both PECC and APEC.
