LEGAL FRAMEWORK National Strategy for Emergency Situations Law on Protection and Rescue 12 National Plans for Protection and Rescue for different types of hazards (earthquake, fires, floods, landslides, biological accident, chemical accident, radiological accident, technical and technological accident ….). The National Strategy for Emergency Situations is, in conditions when destructive natural or technical and technological hazard occurs, one of strategic documents of national security, with the aim to establish relation of the state toward emergency situations and to organize government and other institutions for efficient action in emergencies caused by all types of natural disasters, technical and technological damages and epidemics of infectious diseases, in order to prevent their occurrence by preventive actions, and to mitigate their consequences, as well as to achieve preparedness of specific state capacities and the entire community in case of their occurrence in the future. The National Platform for Disaster Risk Reductionwas established in 2014 asa permanent forum for exchange of opinions, statements and proposals which contributions to disaster risk reduction in all areas of human activity. Sharing Information and Cooperation between Directorate for Emergency Management and Institute for Hydrometeorology and Seismology (IHMS) Operational-Communication Centre 112 was launched in full capacity on 2 October 2015. Law on Protection and Rescue (Article 39) “Public administration body competent for hydrometeorology affairs shall provide professional assistance to the Ministry of Interior and deliver meteorological and hydrological information, forecasts and warnings of conditions that precede the atmospheric and hydrological natural disasters and accidental air and water pollutions, as well as on the course of their duration”. IHMS sends via e-mail daily bulletins to OCC 112 (3 times per day). In case of emergency situation according to the SOPs the IHMS sends the meteo-alarm and warnings to OCC 112. All relevant information and reports during emergency the IHMS deliver to OCC 112 every 3 hours or more often depending of the situation.
