Kick off drafting group on emissions 24/25 Febr. 2009 • Start of this enterprise: workshop Amsterdam May 2008 • Conclusions were presented to Water Directors in June 2008 • Water Directors agreed to start this activity, under umbrella WG E • Main ojective: identify sources priority substances not sufficiently adressed by existing measures, significantly the cause of not reaching good status • Identify possible measures, concentrate on diffuse sources, point sources to be taken along when necessary • Mandate drafting group Endorsed in November-meeting Water Directors Kick off meeting drafting group emissions, Brussel, 24/25 Feb. 2009

  2. Mandate drafting group A. Identify priority substances for which diffue sources prevent reaching WFD-goals B. Identify potential measures at national/international level, based on substance-specific studies, adressing existing legislation and gaps. C. Discuss effectiveness and feasibility of measures D. Technical report integrating findings step A to C E. Technical report with potential measures, at level of MS and EU, contributing to cessation/phasing out of discharges, emissions and losses of PHS Kick off meeting drafting group emissions, Brussel, 24/25 Feb. 2009

  3. Aim of this meeting • Get an overview of available material • Discuss whether this is sufficient to move on to step D in the mandate. If not decide on steps to be taken: • what information should be gathered, with what type of method(s) • What time table, which process en what resources in time and money • Results in writing of activity sheets • Schedule of our future meetings Kick off meeting drafting group emissions, Brussel, 24/25 Feb. 2009

Structure/organisation/timetabel • Steps A-C: led by MS and Commission with participation of stakeholders and selected experts • All expected to be active contributors to work: drafting text, participation in ad hoc meetings preferably organised by activity leaders • Drafting group itself sould be limited in number • Lead of activity: Netherlands, France and Commission • Progress is reported to/discussed in WG E and SCG • Final report tot WG E first half 2010, endorsement Water Directors in second half 2010 Kick off meeting drafting group emissions, Brussel, 24/25 Feb. 2009
