Starting Point…. • 70-80% of all economic growth comes locally • Have a strong existing industry philosophy • Six “P’s” are a must • Attraction of new firms will diversify an economy • Expansion of existing firms will solidify an economy • Balance of each is required • Public-Private Partnerships result in the best opportunities

Iowa Successes • In the 21 months since the original Iowa Values Fund has been in existence: • 242 companies have received assistance through IDED • Those projects have taken place in 77 counties • Will result in $2.5 billion in capital investment • Creation or Retention of 16,284 jobs at an average starting salary of $37,500 • 70% of the companies have less than 100 employees • 67% are existing or start-up companies • 80 are new to Iowa
How does a firm choose a location? • Market opportunities drive location decisions • Cost reductions force location decisions • Very few business location decisions are driven by non-economic reasons (individual decisions are driven by non-economic reasons) • Geographically variable operating/access parameters drive most economic factors in specific site locations.

Strategy Due diligence Negotiations Implementation drill-down process communicate project to appropriate state and community representatives translate goals, objectives and critical success factors into screening criteria compare operating costs and operating conditions determine candidates for further analysis
Drivers and Factors • Costs are the key factor for the majority of projects • some companies screen strictly on costs to narrow the field • often very focused on costs early in the engagement, but may lower the bar once trade-offs are understood • a threshold screen • “…eliminate all areas with wages over 10% above the regional/national averages” • Performance-based solutions are key for some talent and market driven projects • screen almost entirely on non-cost, operational factors such availability of technical talent, access to a specific customer, etc.
Location Decisions • the site selection process is… • a difficult and often infrequent decision for most companies • emotionally charged and politically sensitive • ..and very often quite confidential • time sensitive • phased, and generally disciplined and methodical, • though can evolve and change quickly • driven by variable costs and performance
Location Decisions • economic and globalization trends are… • creating intense pressure to reduce costs • forcing consolidation and rationalization of assets • forcing a re-focus on long-term operating costs • chasing labor intense operations to low cost labor countries • increasing the need for highly skilled technical workers • creating deep technology clusters • creating deeper relationships with universities, research institutes, and training providers (and their facilitators)
How does this affect Johnston? • The metro area continues to see development and growth • New prospects to IDED are shared with the Greater Des Moines Partnership ---this is your conduit. • We will assist with any available and applicable programs the legislature provides, assuming the client qualifies… • Depends on what Johnston wants to become long term • Are your available properties for business development listed on the Location One Information System (LOIS)? • Are you visiting the HQ of existing industry? • Balanced approaches for existing and new firms will ultimately bring the greatest success to communities
