External consultation 31.07-11.09 • Total: 174 responses (21 LAs) • Focus on Least Developed Countries • Promote multi-actor partnerships • Encourage NSA – local authority partnerships • “Right of initiative” principle precondition • Specific added value • disadvantaged minority groups, authoritarian or centralised countries, multi-country/regional actions, multi-actor partnerships, innovative proposals.
External consultation 31.07-11.09 Added value of local authorities • In-country interventions: • expertise in service delivery (education, health, water, transport etc.) • catalysts for change and confidence building between different parties. • Importance of exchange of experience between LAs in Europe and their counterparts in partner countries.
