Team 6 Overview Government In Action Team 6
Agenda • Addressing Corruption • Allocating Funds • Arranging Integration of Gov’t Hierarchy • Assessing Areas of Redevelopment Team 6
Battling Corruption • Establishing strong inspector general for city of New Orleans • Inspector General’s responsibilities: • Oversight of all offices • Legal power to prosecute • Wide discretionary powers • Unbiased Team 6
Combating Corruption (con’t) Team 6
Distribution of Funds • Governor initiated Road Home program • Block vs. Categorical Grants • Money from HUD and DHS Team 6
Expenditure Considerations • Grants with stipulations based on suitability for redevelopment: • Wetlands • Mississippi River • Levees • Social concerns • Etc. Team 6
Federal-Local-State Integration • Donald E. Powell, Federal Coordinator of Gulf Coast Rebuilding (Coordination Czar) • Local, state and federal agencies This is a czar This is Donald Powell Team 6
Federalization? • Federalization would entail handing over the state National Guard and control of the city to President • Can use resources better and minimize corruption/bureaucracy • Not part of our current plan, but we can incorporate elements into our design Team 6
Gauging Redevelopment • Teams must coordinate conclusions to select areas of New Orleans for redevelopment • Powell and DHS, i.e. federal gov’t, must enforce recommended measures • Only issue grants to areas we want redeveloped • Must strike balance between categorical and block grants Team 6
Highlights • Not all of New Orleans will be redeveloped • Communities have say in redevelopment • DHS and HUD highly involved • Oversight by IG and Don Powell Team 6
Mission Accomplished! Team 6
