AMAO 1 & AMAO 2 updates for 2009-10 Updated definitions and clarity around the AMAO 1 and AMAO 2 denominators. Reminder of AMAO 3 Consortium rule Tentative schedule for release of draft results.
AMAO 1 & 2 denominator, 2009-10 • Definition of AMAO 1 & 2 denominator: All LEP students served under Title III who were enrolled in a public school in grades K-12 during the testing window for the annual English language proficiency assessment (i.e. ACCESS for ELLs) must be included in the calculations for AMAO 1 and 2.
AMAO 1 & 2 denominator, 2009-10 • Enrolled LEP students who are absent during the testing window are included in the AMAO 1 and 2 determinations because they should have been tested. • For AMAO 1, to be included in the denominator also requires at least one subtest score from two different administrations. One set of scores must be from the 2009-10 school year.
AMAO 1 & 2 denominator, 2009-10 • To determine who was enrolled during the testing window, the February and March builds will be used. Any student in either of these builds is required to be assessed and will be included in the denominator as described below:
AMAO 1 & 2 denominator, 2009-10 a. If a student changed LEAs (e.g. enrolls at a school in a different LEA) between February 1 to March 1, the student's scores will be applied to the LEA where he/she was last enrolled in the February and/or March builds.
AMAO 1 & 2 denominator, 2009-10 b. If a student changed LEAs after March 1, 2010, the student's scores will be applied to the LEA where he/she was last enrolled as documented in the End-of-year build.
AMAO 1 & 2 denominator, 2009-10 c. If a student left the state (and did not return during the 2009-10 school year) his/her scores will be applied to the LEA where last enrolled.
AMAO 1 (Progress) Calculation, 2009-10 • Requires at least one subtest score for two different administrations (does not have to be in consecutive years). One set of scores must be from the 2009-10 school year. • Progress is determined by an increase of one or more proficiency levels on one or more subtests.
AMAO 1 Examples, 2009-10 Student takes reading and speaking in 2007-08, take no tests in 2008-09, and they only take speaking in 2009-10. • This student would be included. Student takes no tests in 2007-08, takes reading and speaking in 2008-09, and writing and listening in 2009-10. • This student would not be included.
AMAO 2 (Proficiency) Calculation, 2009-10 • Proficiency is determined by reaching the Comprehensive Objective Composite (COC). • COC: • Overall score is 4.8 or greater AND • Reading subtest is 4.0 or greater AND • Writing subtest is 4.0 or greater
AMAO 3: Consortium, 2009-10 • This year, the score of all students served by the consortium will be analyzed as one group for the purpose of determining whether the consortium has met AMAO 3 AYP.
2009-10 Sanctions Sanctions for AMAOs Not Met • In 2008-09, Title III status based on whether or not the LEA failed to make progress toward meeting the same AMAO • Starting in 2009-10, Title III status based on failure to meet the AMAOs
Tentative timeline • Draft reports sent out to the field at the end of this week (9/17). • LEP and Testing coordinators should work together to review the reports and respond within two weeks (10/1) if issues are identified. • Final details provided with reports.
