Wade-Davis Bill (1864) • Proposed that Congress, not the president, be responsible for Reconstruction. • Upset that only 10% of population having to swear allegiance. Wanted it higher. • Congress wanted the legislative NOT the executive branch in control of Reconstruction.
Freedmen’s Bureau • Created by Congress in March 1865. • 1st federal relief agency in the U.S. history. • Served to provide: • Employment • Clothing • Medicial attention • Meals • EDUCATION (#1 reason)
Civil Rights Act of 1866 • Intent was to give citizenship rights to freed slaves and forbid states from passing discriminatory laws • Vetoed by President Johnson • Would lead to his impeachment and later the constitutional with the 14th amendment.
Reconstruction Act 1867 • Also vetoed • Would outline: • Divided the south into military districts held by Union generals. • All voters, including African Americans, would elect delegates to draft a new constitution. • Each southern state had to ratify the 13th & 14th Amendment.
Compromise of 1877 • Due to the disputed election of 1876. • Would outline the conclusion of reconstruction: • Democrats agreed to Republican Hayes being president. • Southern states were given back their power and received federal money. • Republicans promised to withdraw federal troops. • Republicans agree to end Reconstruction.
