Wireless Number Portability Subcommittee Wireless Pooling Alternative EvaluationJuly 20, 1999
NANC Action Item • DESCRIPTION • Without Phase 2 LNP, wireless service providers could donate and receive 1000 blocks from a number pool, given certain requirements.
Real Issue • CONCLUSION • The alternative would not be a viable method for wireless participation in Thousand Block Pooling prior to Phase 2 LNP • Implementation of this alternative could jeopardize compliance with the Phase 2 wireless LNP implementation deadline of November 24, 2002
Requirements and Impacts • IMPACTS • Eliminates default routing and triggerless methods for Phase 1 LNP • Results in additional Code Holder and Default Routing responsibilities • Requires modifications to wireless telephone number administration systems and procedures • NPA NXX and database services are at risk, pending testing and debugging • Requires modifications to the INC Thousand Block Pooling Administration Guidelines • Requires modifications to Thousand Block Pooling administrator responsibilities
Barriers to Pooling Today • LNP Functional Requirements • TIA Phase 1 standard IS 756-0 • On originating calls, MSC triggers a query to obtain the LRN for correct routing • TIA Phase 2 standard IS 756A • On terminating calls, the MSC must be able to accept and process the IAM of a dipped call, the CdPN=LRN (not the MDN)
