We recognize the fiscal limitations imposed on New York State’s ability to fund public education and that it’s a zero sum game. • HOWEVER, there is $250,000,000 that can still be directed to below average wealth school districts. • How much of the $500M appropriated for performance and efficiency grants in 2011-12 was actually expensed? Where’s the research that an efficiency grant program positively impacts student achievement? Districts aren’t any less accountable for performance. • Governor Cuomo recognized the inequity. We need to redirect the $250,000,000 to remedy the imbalance.
