  9. RÉGIMEN SUBSIDIADO INTERVENTORIA Habilitación de las Firmas Interventoras:Resolución 660 Concurso de Méritos:1° de Noviembre de 2008. Artículo 3, Resolución 2414 de 2008. Interventoría Interna: Mientras el proceso de selección se lleva a cabo y termina con la adjudicación respectiva. La mencionada alternativa,  prevista en la ley 715 de 2001, en su artículo 44.2.3, no vulnera lo previsto en la Ley 1122 de 2007 ni las Resoluciones 660, 1123 y 2414 de 2008

RÉGIMEN SUBSIDIADO INTERVENTORIA NO PUEDE PRESCINDIRSE DEL CONCURSO DE MÉRITOS EN CONTRATOS DE MÍNIMA CUANTIA La Ley 1122 de 2007 en su artículo 13 obliga la escogencia del interventor a través de ese mecanismo. El objetivo del concurso de méritos es seleccionar y contratar la  interventoría,  en condiciones de transparencia y objetividad. Artículos 78 hasta el 83 del Decreto 2474 de 2008.

RÉGIMEN SUBSIDIADO INTERVENTORIA FINANCIACIÓN DE LOS CONTRATOS DE INTERVENTORÍA El municipio debe destinar hasta el 0.4% de los recursos del régimen subsidiado apropiados en su presupuesto para la vigencia, luego de haber garantizado la financiación de la continuidad de la afiliación. los recursos con destino al pago de la tasa de la Superintendencia Nacional de Salud, para financiar la interventoría correspondiente. Artículo 5° del Decreto 1020 de 2007. CUANDO NO SE DISPONEN DE RECURSOS PROPIOS Pueden adelantar internamente la interventoría, siguiendo los lineamientos de la Resolución 660 de 2008. La Ley 715 de 2001, artículo 44.2.3, lo permite al establecer como parte de sus competencias: “Celebrar contratos para el aseguramiento en el régimen subsidiado de la población pobre y vulnerable y realizar el seguimiento y control directamente, o por medio de interventoría.
