Membership and Benefits • A review of major trends in membership and enhanced benefits for individual members
Membership Recruiting: • Creation of New Member recruitment video distributed to chapters, placed online in October 2006 • Updated new membership brochures released in October 2006 • Members able to renew online for 2007 • Updated and improved membership cards for 2007 renewals
IRWA Membership • IRWA continuing to provide certificates and pins for new members through the chapter membership chair • 2007 Land Award winners based upon membership as of May 1, 2007 to encourage recruiting of new members earlier in the year. Recognition will include complimentary registration to Annual Conference • Membership Appreciation Program continues to offer $25 incentives
Expanded Member Benefits • Free Online E-seminars each month • Audio downloads now available from Annual Conference and PRES at nominal fee • Principles of Right of Way textbook now available online for IRWA members • Expanded and more robust online membership directory

Expanded Regional Planning • Expanded role for region vice chairs in the planning process within the region • Input into location of guaranteed SR/WA core courses
Chapter Assistance Program • $3,000 per region in 2007 to be paid in December 2007 by IRWA based upon written recommendations from Region Chairs. • Reimbursements limited to IRWA courses and/or fees or expenses related to continuing education requirements. Only to be used for these purposes.
IRWA Annual Education Conference and PRES • A preview of the 2007 Annual International Education Conference as well as the Public Real Estate Education Symposium.
2007 Annual Education Conference • June 17-20 , 2007 • Sacramento, CA • “Education Gold Rush ” is conference theme
Conference Format in 2007 • General Session on Sunday afternoon at 2:00 pm, reception at 7:00 pm Sunday night • Stress arriving on Sunday or Saturday for the opening session • No formal Monday night event, instead Auction Fund Raising for Foundations on Monday Night with expanded refreshments • Awards Luncheon on Monday • SR/WA Recognition Breakfast on Tuesday morning • Golf tournament in Tuesday afternoon
New Conference Format • Finnegan Fun Run on Wednesday morning • Board of Director meeting on Wednesday afternoon • Installation Banquet on Wednesday night • Stress the meeting is over for most participants on Wednesday evening. • Reduces time away from office • Reduces overall expenses for most participants • Minimum impact on educational programs, if not attending the BOD meeting, same number of education hours as the previous format
Hosting the Annual Conference • Deadline for submission of 2013 bids to headquarters is March 1, 2008 • Detailed information about bids available from Armando Apodaca, CAE, IRWA chief operations officer, at IRWA headquarters.
A joint effort between IRWA and its United States Federal Agency partners • Co-Sponsored by the FHWA • Next year’s PRES will be held February 12-14, 2008 in Dallas, TX
Purpose of PRES • PRES provides a more cost-effective venue for federal agencies and right of way professionals to communicate and interact on right of way issues. • PRES provides predictability in agency funding while reducing potential conflicts in scheduling. • PRES leverages federal agency, right of way stakeholders and IRWA staff resources through better program coordination and single venue.
IRWA Marketing & Communications • Overview of recent trends and development in IRWA marketing and communications • International Communications and Marketing Committee now functioning, chaired by Dan Beardsley, SR/WA
IRWA Communications and Marketing • Continuing improvement in Right of Way magazine with archived magazine articles being placed on website • Monthly E-seminars from workshops at annual meeting and PRES • Audio downloads available from Annual Conference and PRES • Expanded IRWA website with news summaries from around North America on right of way topics
IRWA Communications & Marketing • Continuing improvements in the website, including search capabilities for courses, automatic updating of leadership records and additional online resources • Career Center
IRWA Strategic Issues • Revised in November 2006 and placed on the IRWA website • IEC will be conducting search for Executive Vice President Dennis Stork who retires in November 2007.
Chapter Financial Responsibilities • IRWA files a Consolidated Financial Statement covering IRWA as well as chapter activities. • Eliminates need for chapters to file IRS forms • Chapters must provide complete financial information as requested by IRWA Controller Fred Nasri by March 15, 2007 for 2006 transactions • Detailed instructions and forms sent to chapter treasurers in December to report 2006 information. Regional chair will follow up with non-responding chapters in spring

Proposed 2007-2008 Budget • The proposed budget for 2007-2008 calls for total revenues of $3,752,651. • The budget calls for $3,748,865 in expenses for 2007-2008. • Anticipated net contribution to surplus of $3,786plus $25,000 earmarked for the computer reserve fund.
Strong Foundations’ Support • Major funding for the Education Summit • Major funding for the 12 strategies recommended by the Education Summit • Major funding for the course revamp project scheduled for completion February 1, 2008
Chapter Support of Foundations • As indicated, the Foundations have been supporting the IRWA mission. We encourage chapters and individual members to support the Foundation. This includes: • Cash donations from chapters • Support of the annual auction • Encouraging individual members to contribute
Staggered Region Chair Terms • Region Chairs staggering of terms to include odd number regions elected for two years in odd number years, even number in even years. • Allows for five new region chairs per year, better continuity for governing purposes
Bylaws Amendments: • WHEREAS, Article III, Section 3 of the Association Bylaws refer to Members-at-large elected to membership by the “International Membership Committee”; and • WHEREAS, the International Membership Committee has been dissolved and a new election process is necessary for Members-at-large; • THEREFORE, be it resolved that Article III, Section 3 of the Association Bylaws be amended as follows: • At-Large – Members-at-large shall be those persons who otherwise meet the membership criteria but who are not located in an area served by a chapter of the Association, and who are elected to membership as provided in the Association’s Policy and Procedures Manual. Members-at-large shall not have the right to vote or hold office.
Bylaws Amendments: • Change name of International Nominations and Elections Committee to International Elections and Awards Committee • Specify that its responsibility is to qualify candidates for the election process, not to submit a specified slate • Acknowledges role of committee in awards process • Specific amendment posted on website
Board Resolutions: • Proposal to eliminate ability to join IRWA in fourth quarter of the year via paying pro-rata dues. Instead a person joining after October 1 will be given the balance of the current year as a member if they pay the following years dues in full.This will allow the individual to enjoy a full year of membership benefits before having to make a decision to renew. • Two-thirds of BOD must approve to implement • Specific language posted on website
Board of Directors Communications: • IRWA Board of Director minutes posted online within weeks of Annual Conference • Video presentations of President’s and EVP presentations on website • IEC minutes placed online as approved • 2007-8 proposed budget placed online along with budget narrative • Proposed bylaws amendments and resolutions placed online for review • BOD announcements will be streamlined and refer to online resources in 2007 as announced in Denver.
