  8. Energy Efficiency Financing Up to $26 million in loan funds are available for installing energy cost saving projects. The interest rate is 3.95 percent. Cities, counties, special districts, public schools, colleges and universities, public care institutions, and public hospitals are eligible to apply.

  9. Energy Partnership Program The Energy Partnership Program offers services to help energy users ways to become more energy wise. The EPP can identify energy-related projects that should be implemented immediately as part of a comprehensive energy program. It can also identify state loans and other financing mechanisms to get these projects installed. Incorporating energy efficiency with renewable energy generation is common sense.
